Budgeting: Ensuring your company's financial health | SMB World Asia

Budgets are incredibly important for small and medium-sized businesses; they are supposed to help keep spending under control and ensure financial health. Allocating budgets for departments or business activities requires thorough planning otherwise one small miscalculation could spell financial disaster.?

Annual budgeting and monthly budget reviews should be a part of every business? management process.

?

An IBM whitepaper on ?Best-Practice Budgeting? notes that budgeting is not popular in many organizations because managers see the process as a time-consuming and recurring setup for executive blame and recrimination over negative outcomes that they could neither predict nor control.

?

However, despite challenges and issues, virtually no business forsakes the budgeting cycle. There is too much risk in the end result to run a business without a financial plan.

?

John A. Tracy, a professor of accounting and author of several finance books, says that budgeting forces managers to do better forecasting. It also motivates managers and employees by providing useful yardsticks for evaluating performance. Budgeting can also assist in the communication between different levels of management.

?

Budget Types

There are several types of budgets, but the more common types are the operating budget, capital expenditures budget, and financial budget.

?

The operating budget is the budget for income statement elements such as revenues and expenses.?

?

The capital expenditure budget is the budget for expected investments in capital assets and long-term projects.

?

Meanwhile, the financial budget deals with the expected assets, liabilities, and stockholders? equity.

?

Determining how much money should go to each budget depends on the business? priorities and goals. To best serve the company?s long term goals and objectives, develop a budget that is in sync with the company?s corporate strategy.

?

Budgeting Methods

But how do you come up with a budget for each? There are three key methods to developing a budget: top down, bottom up, and zero-based budgeting.

?

With the top down approach, estimates for expenses originate at the top of the organization and imposed on the lower layers of the organization.

?

According to finance experts, this method can be unrealistic because upper management may not have enough knowledge about the individual departments to come up with a budget.

?

The more realistic method is the bottom up approach. Department managers create budgets for their department and then send them up the chain of command, so that all of the individual proposals come together to form the entire business budget.

?

While the bottom up method can be more accurate, department or project managers may end up asking for more funding than will actually be needed.

?

Under the zero-based budgeting method, each manager creates a budget from scratch? not based on historical data. This approach is complex and time-consuming since individuals and managers in each department must create a detailed budget specific to the next budgeting period.

?

Budgets are only useful tools as long as they are followed and used to make necessary adjustments. A good budget should be flexible such that it can incorporate changes in the future. However, if a budget is created and then ignored, it can't help a business manage finances.

?

While creating your budget you need to decide if you will be creating a monthly budget or even a yearly budget. These days, the budget may be out-of-date as soon as it?s approved.

?

Finally, your current financial situation will strongly dictate how you will allocate funds. Limited cash inflow means that you need to slash the budgets proposed. Massive cash flow, on the other hand, means a lot of money at your disposal.

Like millions of other superhero comic fans, I loved Joss Whedon?s & Marvel?s The Avengers when I saw it (in 2D) opening weekend. Motion-captured Mark Ruffalo turned in the most incredible version of the Hulk we?ve seen yet on the screen. ?Squeeing and cheering, it reminded me of a drawing I had made back ?in 2002. ?I drew this fan art of Marvel Comics? I included details such as 3 scars on the bone (I?m Canadian: Wolverine wrecked his face a few times and I wanted to document that) and perfect glowing teeth. If anyone has perfect shiny teeth, it needs to be Hulk.

According to the Mortgage Bankers Association?s Weekly Applications Survey, average mortgage rates fell to yet another new survey low last week. The average contract interest rate for 30-year fixed-rate mortgages with conforming loan balances fell to 3.91 percent from 3.93 percent the week before. Despite the drop, mortgage loan demand was relatively flat. The Refinance Index dropped 1.5 percent from the previous week and the Purchase Index slipped 0.6 percent. The Market Composite Index, which measures total mortgage loan application volume, fell 1.3 percent from the week before. The refinance share of all mortgage activity was unchanged at 76.6 percent.

A helping hand for SMEs ? Enterprise Development Centres ...

SPRING Singapore?s Enterprise Development Centres?are stepping up their efforts to help SMEs stay?competitive and productive in uncertain economic times.

While businesses are dealing with the challenges of rising?business costs and a tighter labour market, there are bright?spots on the horizon. Small and medium enterprises (SMEs) can?look forward to more help from Enterprise Development Centres?(EDCs), as the government steps up its engagement efforts to?boost productivity in smaller firms.

By partnering trade associations and chambers (TACs), SPRING?Singapore aims to reach out to 20,000 enterprises annually and?help them capitalise on grant schemes to raise productivity. This?marks an increase from the 14,200 firms that received productivity?and business advice from the EDCs last year.

?We recognise that SMEs need help to make this transition to?create innovative products and services, upgrade skills, design?better jobs, leverage technology and find new markets overseas,??says Mr Teo Ser Luck, Minister of State for Trade and Industry, at?the fourth EDC Conference on 28 March this year.

SMEs can approach any of the EDCs, which are located at the?premises of five TACs, for one-to-one advisory services on areas?such as financial and human resource management, branding,?and overseas expansion.

?Companies today need to enhance their competitiveness in the?marketplace and keep pace with rapid changes in technological?innovation, market upheavals and changing consumer needs so?as to ensure their survival and growth,? says Mr Hernaikh Singh,?director of the EDC at the Singapore Indian Chamber of Commerce?& Industry.

?The EDCs play an important role in helping companies identify?and implement relevant assistance programmes to address their?needs,? he adds.

Helping companies to work smarter

Orchid Laundry is one of the approximately 60,000?SMEs that has benefited from collaborating with?an EDC over the past six years. Orchid Laundry?s?Director, Mr Harry Toh, explains, ?In 2011, our?company reached a roadblock when we faced
a manpower shortage. We knew the only way we could increase?our capacity was with existing or fewer headcount. One option?was to automate our laundry processes but we didn?t know?how.? Acting on the advice provided by business advisors at the?Singapore Manufacturers Federation, the company embarked?on the Productivity Management Programme. Following an?in-depth diagnosis of the company?s productivity issues, Orchid?Laundry was able to streamline and automate its processes to?improve its performance.

For family-owned food manufacturer Hock Lian Huat Foodstuff,?process automation helped it improve its productivity. The company,?which approached the EDC at the Singapore Manufacturers??Federation for productivity advice, invested in a new machine?to make prawn crackers, an ingredient in ?ngoh hiang?, the?traditional meat rolls that are one of its main products. Now?only two workers are needed for this process, down from four.

EDCs provide one-to-one advisory services on?areas such as financial and human resource?management, branding, and overseas expansion.

The EDC also helped the company to tap $120,000 of tax rebates?under the Productivity and Innovation Credit (PIC) scheme. To?help more SMEs understand how they can benefit from the PIC?programme, the EDCs will conduct a new series of clinics from?May to October this year. About 500 SMEs are expected to benefit?from these sessions. The clinics, which are run in collaboration?with the Inland Revenue Authority of Singapore (IRAS), benefited?some 300 SMEs last year.

Reaching out with an iPhone app

Besides approaching the EDCs, companies can?also access information on various assistance?schemes through the EnterpriseOne web?portal. The site provides businesses with?government information and e-services. It?received six million page views from more than 560,000?unique visitors last year.?To reach out to more users, a new EnterpriseOne iPhone?application has been launched. Jointly developed by SPRING?and Nanyang Polytechnic, the app brings together commonly?used features on the web portal and offers increased?accessibility to information on government assistance?schemes as well as SME-related news in Singapore.

Developing SME capabilities

In addition to plans to expand the reach of the?EDCs, SPRING has also increased funding support?to $200 million for SME capability development?programmes from April this year. This top-up?will benefit an additional 1,800 projects aimed at?building up capabilities and restructuring businesses for sustained?growth and competitiveness for SMEs. The enhanced support will?last for three years and will cover areas such as human capital?development, technology adoption, innovation and productivity.

?The Government is committed to supporting SMEs in their?upgrading efforts. SPRING Singapore will intensify its outreach?to SMEs to help them understand how they can tap government?assistance programmes to raise productivity,? says Mr Teo.

UK court backs extradition of Assange in sex case

Updated 4:42 a.m. ET: LONDON --?Britain's Supreme Court on Wednesday backed the extradition of WikiLeaks founder Julian Assange to Sweden where he is accused of sex crimes -- the latest chapter in the saga of the self-styled Internet whistle-blower.?

Swedish prosecutors want to question Assange over claims of rape and sexual assault made by two female former WikiLeaks volunteers, and he has been fighting a lengthy legal battle against extradition since his arrest in Britain in Dec. 2010.


Seven judges at Britain's highest court rejected by a majority of 5-2 that Assange's claim that a European Arrest Warrant (EAW) under which his extradition is sought was invalid. ?Two lower courts have already ruled he should be extradited.

The former computer hacker gained international prominence in 2010 when WikiLeaks began releasing secret video footage and thousands of U.S. diplomatic cables about Iraq and Afghanistan, in the largest leak of classified documents in U.S. history.

That made him a hero to anti-censorship campaigners but a menace to Washington and other governments. Assange also faced widespread criticism that he had put lives at risk by blowing the cover of sources who spoke to diplomats and intelligence agents in countries where it was dangerous to do so.

WikiLeaks published intelligence firm's emails

Since then, WikiLeaks has faded from the headlines due to a dearth of scoops and a blockade by credit card companies that has made donations to the site almost impossible. Assange's personal standing has been damaged by the Swedish sex case and he has lost support from most of his celebrity backers.

Since his detention, he has mostly been living under strict bail conditions at the country mansion of a wealthy supporter in eastern England. His associates say that amounts to 540 days under house arrest without charge.

After losing his appeal against extradition to Sweden to face allegations against rape and sexual assault, The Wikileaks founder Julian Assange, says he is considering his next step, which could be an appeal to Britain's Supreme Court. ITN's Sejal Karia reports.

The flamboyant Australian's appeal hinged on a legal technicality rather than the substance of the allegations of sexual misconduct or his claims that the United States has been putting pressure on Britain and Sweden to take action against him.

His lawyers argued the EAW was invalid because it was issued by a prosecutor and not a judge or a court as required in Britain. Prosecutors acting for Sweden say different countries have different legal procedures which are allowable under the agreed EAW format.?

Another appeal still possible

Assage can still take his case further, to the European Court of Human Rights (ECHR).?

If that court agrees to hear his challenge, a decision which must be made within 14 days, he can lodge an injunction to have the extradition process put on hold, and it could be months at the very least before any conclusive verdict.

"If the ECHR declines to take the case then he will be extradited to Sweden as soon as arrangements can be made," Britain's Crown Prosecution Service said.

Should he win the case, a spokeswoman for Sweden's prosecutors said the EAW would still be valid in any other European country.

Assange's personal travails have accelerated WikiLeaks' slide toward irrelevance since its heyday.

The suspected source of the site's biggest and most dramatic 2010 leaks, U.S. intelligence analyst Bradley Manning, is now facing 22 criminal charges which, if he is convicted, could land him in jail for life.

Manning's predicament has not encouraged any new sources to come forward, and to compound WikiLeaks' problems the blockade by the likes of U.S. credit card firms Visa and MasterCard has starved it of cash.

Defense lawyers for Bradley Manning, the Army private accused of spilling classified secrets to WikiLeaks, say his sexual orientation plays a role in the case against him. NBC's Jim Miklaszewski reports.

Assange once enjoyed support from socialite Jemima Khan, film director Ken Loach and crusading journalist John Pilger, but most of his high-profile backers have since distanced themselves from him. Many former friends and associates have turned against Assange also, describing him as a megalomaniac.?

However, he still has loyal followers and rallies are planned in several countries in the wake of the court's verdict.?

Instantly recognisable with his unusual white-blond hair, Assange has appeared in an episode of "The Simpsons". He has also launched a talk show on Russia Today, a Kremlin-funded English language TV station.

Simply ejecting your rear from the couch means your hand will spend less time digging into a bag of chocolate chip cookies.

That is the simple but profound finding of a new Northwestern Medicine study, which reports simply changing one bad habit has a domino effect on others. Knock down your sedentary leisure time and you'll reduce junk food and saturated fats because you're no longer glued to the TV and noshing. It's a two-for-one benefit because the behaviors are closely related.

The study also found the most effective way to rehab a delinquent lifestyle requires two key behavior changes: cutting time spent in front of a TV or computer screen and eating more fruits and vegetables.

"Just making two lifestyle changes has a big overall effect and people don't get overwhelmed," said Bonnie Spring, a professor of preventive medicine at Northwestern University Feinberg School of Medicine, and lead author of the study published in Archives of Internal Medicine.

"Americans have all these unhealthy behaviors that put them at high risk for heart disease and cancer, but it is hard for them and their doctors to know where to begin to change those unhealthy habits," Spring said. "This approach simplifies it."

With this simplified strategy, people are capable of making big lifestyle changes in a short period of time and maintaining them, according to the study.

Spring wanted to figure out the most effective way to spur people to change common bad health habits: eating too much saturated fat and not enough fruits and vegetables, spending too much sedentary leisure time and not getting enough physical activity.

She and colleagues randomly assigned 204 adult patients, ages 21 to 60 years old, with all those unhealthy habits into one of four treatments. The treatments were: increase fruit/vegetable intake and physical activity, decrease fat and sedentary leisure, decrease fat and increase physical activity, and increase fruit/vegetable intake and decrease sedentary leisure.

During the three weeks of treatment, patients entered their daily data into a personal digital assistant and uploaded it to a coach who communicated as needed by telephone or email.

Participants could earn $175 for meeting goals during the three-week treatment phase. But when that phase was completed, patients no longer had to maintain the lifestyle changes in order to be paid. They were simply asked to send data three days a month for six months and received $30 to $80 per month.

"We said we hope you'll continue to keep up these healthy changes, but you no longer have to keep them up to be compensated," Spring said.

The results over the next six months amazed Spring. "We thought they'd do it while we were paying them, but the minute we stopped they'd go back to their bad habits," she said. "But they continued to maintain a large improvement in their health behaviors."

From baseline to the end of treatment to the end of the six-month follow-up, the average servings of fruit/vegetables changed from 1.2 to 5.5 to 2.9; average minutes per day of sedentary leisure went from 219.2 to 89.3 to 125.7 and daily calories from saturated fat from 12 percent to 9.4 percent to 9.9 percent.

About 86 percent of participants said once they made the change, they tried to maintain it. There was something about increasing fruits and vegetables that made them feel like they were capable of any of these changes," Spring said. "It really enhanced their confidence."

"We found people can make very large changes in a very short amount of time and maintain them pretty darn well," Spring said. "It's a lot more feasible than we thought."

Few manufacturers have had more humble origins or had less of a chance of surviving. Yet, as Volkswagen?celebrates its 75th anniversary, the German maker now has a solid shot at dominating the automotive world.

While it is no longer a one-model company, Volkswagen AG has become an industry powerhouse covering every segment of the market, from such high-mileage econoboxes as the VW Up! to playthings for the ultra-rich with models like the Lamborghini Aventador and Bentley Mulsanne.

Such a range would have been hard to imagine when the company was founded by the legendary Ferdinand Porsche in May 1937. Better known for his high-performance sports cars, Porsche was charged by Adolph Hitler to develop a small, affordable car for the German masses.? He was assigned to the devastated town shortly after the war ended and given the task of trying to put the VW plant back to work. Buried under the rubble Hirst found a surviving Beetle, painted it green and convinced British occupation forces to place an order for 20,000.? Within just a few years, demand was booming. And desperate for foreign currency, the newly privatized Volkswagen started shipping some of the little cars abroad.

The first to reach the U.S. arrived in 1949.? It was a sort of anti-car, anything but the sort of big, heavy ? and gas-guzzling ? models that American buyers were shopping for in ever increasing numbers. Yet the Beetle resonated with a small community and by the ?60s it became a symbol of the American counter-culture.

Disney's "Herbie, the Love Bug" brought even more popularity -- and sales -- to Volkswagen.

Soon, U.S. sales were nudging a half-million annually. But the German maker was about to face some new competition from Japan and, unable to match the mileage and quality of makers like Toyota and Honda, and unwilling to design products specifically for the States, sales steadily dwindled even as the VW line-up expanded. By the early 1990s, Volkswagen seriously considered abandoning the U.S. market.

It decided to stick it out but shifted attention to other markets, including China where it is today locked into a bitter battle for dominance with General Motors.? It also went on a buying spree, adding new brands like Spanish Seat and Czech Skoda, as well as Italy?s Lamborghini and Britain?s Bentley.?

Collectively, those and Volkswagen AG?s other brands generated a hefty 8.39 million sales in 2011, making the company the world?s second-largest automaker, behind only General Motors but ahead of the previous year?s leader Toyota, which was hurt by Japan?s devastating earthquake and tsunami.? While Toyota has a good chance of regaining its lead in 2012, Volkswagen officials have declared a goal of becoming the automotive world?s king-of-the-hill before the end of the decade.? And their soaring profits should provide the additional product needed to get there.

Meanwhile, the German maker has shifted course in the U.S.? After long ignoring the market and having closed its Westmoreland, Pa., plant more than two decades ago, Volkswagen?last year opened a new plant in Chattanooga, Tenn., to build a version of the midsize Passat sedan designed specifically for the U.S. ?The payoff came quickly, with booming demand suggesting that VW just might meet a goal of tripling U.S. volume ? including the Audi brand ? to 800,000 annually.

When the first Chromebooks hit the market last year, they were greeted with skepticism, curiosity and some noisy debate. Which makes sense: after all, who had ever heard of an operating system based entirely on a browser? Laptops that were only usable when you had an internet connection? It was a wild, ambitious idea, to be sure, but since then, we haven't heard much on that front save for the occasional price cut.

Now, though, Samsung is selling the new Chromebook Series 5 550 (and Series 3 Chromebox) it teased at CES, while Google is rolling out a new version of its operating system with offline doc editing, a basic photo editor and a desktop-like space that makes it easier to launch and switch between apps. Like last year's model, the Series 5 still has a matte, 300-nit, 12.1-inch display, 16GB of built-in flash storage and an optional Verizon Wireless 3G radio, but it's dressed in more conservative digs with a retooled touchpad and an Celeron -- not Atom -- processor. Accordingly, the starting price for the WiFi-only model is slightly higher ($449, up from $429), and the battery life is now rated for six hours, down from 10. Finally, the new model adds an Ethernet jack and DisplayPort -- both of which Google hopes will appeal to the schools and businesses considering using Chrome devices.

Most interestingly of all, Google is planning on selling its new Chromebook in retail, signaling an intent to expand beyond geeky early adopters and one-to-one laptop programs in classrooms. If the idea is to win over more consumers, will a faster CPU and improved user experience be enough to make up for the drastically shortened battery life? Should folks in need of a portable machine with a keyboard spend their $450 on a Chromebook instead of a netbook or Transformer tablet? That's a tough one -- meet us past the break where we'll hash it all out.

Syrian massacre: diplomats expelled from Western nations

The US,?Britain, Canada, Australia, France, Germany, Italy, Spain and Bulgaria all expelled diplomats in response to revelations that more than a 100 people were brutally killed in Houla, Syria, by Assad strongmen.

Eyewitness accounts from the Syrian massacre emerged Tuesday, describing shadowy gunmen slaughtering whole families in their homes and targeting the most vulnerable in poor farming villages. Western nations expelled Syrian diplomats in a coordinated move against President Bashar Assad's regime over the killing of more than 100 people.

U.N. special envoy Kofi Annan met with Assad in Damascus to try to salvage what was left of a peace plan, which since being brokered six weeks ago has failed to stop any of the violence on the ground.

Survivors of the Houla massacre blamed pro-regime gunmen for at least some of the carnage as the killings reverberated inside Syria and beyond, further isolating Assad and embarrassing his few remaining allies.

"It's very hard for me to describe what I saw, the images were incredibly disturbing," a Houla resident who hid in his home during the massacre told The Associated Press on Tuesday. "Women, children without heads, their brains or stomachs spilling out."

He said the pro-regime gunmen, known as shabiha, targeted the most vulnerable in the farming villages that make up Houla, a poor area in Homs province. "They went after the women, children and elderly," he said, asking that his name not be used out of fear of reprisals.

Assad's government often deploys fearsome militias that provide muscle for the regime and carry out military-style attacks. They frequently work closely with soldiers and security forces, but the regime never acknowledges their existence, allowing it to deny responsibility for their actions.

U.N. peacekeeping chief Herve Ladsous said there are strong suspicions that pro-Assad fighters were responsible for some of the killings, adding that he has seen no reason to believe that "third elements" ? or outside forces ? were involved, although he did not rule it out.

The Syrian regime has denied any role in the massacre, blaming the killings on "armed terrorists" who attacked army positions in the area and slaughtered innocent civilians. It has provided no evidence to support its narrative, nor has it given a death toll.

Following his meeting with Assad, Annan called on the government and "all government-backed militias" to stop military operations and show maximum restraint. He also called on the armed opposition to stop all violence.

"We are at a tipping point," Annan told reporters in Damascus. "The Syrian people do not want the future to be one of bloodshed and division."

Cranking up the pressure on Assad, the Obama administration gave Syria's most senior envoy in Washington, the charge d'affaires at the Syrian Embassy, 72 hours to leave the United States. Britain, Canada, Australia, France, Germany, Italy, Spain and Bulgaria also expelled Syrian diplomats.

"We hold the Syrian government responsible for this slaughter of innocent lives," State Department spokeswoman Victoria Nuland said in Washington. "This massacre is the most unambiguous indictment to date of the Syrian government's flagrant violations of its U.N. Security Council obligations."

The massacre in Houla could prove to be a watershed moment in the Syrian crisis, which began in March 2011 with peaceful protests inspired by the wave of uprisings sweeping the Arab world.

Nearly 15 months later, the country is in many ways unrecognizable from the days before the revolt. Assad, once considered a potential reformer in a region filled with aging dictators, is a global pariah. A country that once boasted it was the safest in the Middle East is riven with violence, some of it reminiscent of the worst days of the Iraq war. The economy is in tatters. Syrians are facing price increases for basic goods and endure regular power cuts.

And in some haunting cases, neighbors who have lived side by side for years are turning on each other, driven by sectarian hatred that so many months of violence is laying bare.

According to witnesses, the massacre, which began late Friday in an area about 40 kilometers (25 miles) northwest of the city of Homs, had dangerous sectarian overtones.

The victims lived in the Houla area's Sunni Muslim villages. But the shabiha forces allegedly behind many of the killings came from an arc of nearby villages populated by Alawites, an offshoot of Shiite Islam.

Most shabiha fighters belong to the Alawite sect, to which the Assad family and the ruling elite also belong. This ensures the gunmen's loyalty to the regime, built on fears they will be persecuted if the Sunni majority gains the upper hand.

Sunnis make up most of Syria's 22 million people, as well as the backbone of the opposition. Even as much of the opposition insists the movement is entirely secular, disturbing reports from the ground suggest religious tensions are boiling over.

The volatile sectarian divide makes civil war one of the most dire scenarios.

Activists say as many as 13,000 people have been killed in the uprising. The U.N. put the toll at 9,000 as of March ? one year into the revolt ? but many hundreds more have died since.

On Tuesday, the U.N.'s human rights office said most of the 108 victims of the Houla massacre were shot at close range. The U.N. report indicated that most of the dead were killed execution-style, with fewer than 20 people cut down by regime shelling.

Deaths from heavy artillery can be blamed on regime forces with relative confidence because rebel fighters do not have such weapons. But it is more difficult to determine who is behind the close-range killings ? particularly as Syria sharply restricts media access.

Still, the U.N. cited survivors and witnesses blaming the house-to-house killings on shabiha. Witnesses also told the AP that shabiha were behind the attacks.

"What is very clear is this was an absolutely abominable event that took place in Houla, and at least a substantial part of it was summary executions of civilians, women and children," said Rupert Colville, spokesman for the U.N. High commissioner for Human Rights.

"At this point, it looks like entire families were shot in their houses," he said.

It is not clear what touched off the convulsion of violence. Houla activists reached by Skype said government troops shelled the area after anti-government protests on Friday and clashed with local rebels. Later, shabiha from nearby villages swept through the area, stabbing residents and shooting them at close range.

Videos posted online by anti-regime activists show explosions in Houla and dismembered bodies in the streets, then row upon row of the dead laid out before being buried in a mass grave. Some videos showed dozens of dead children, some with gaping wounds.

According to the state-run news agency, SANA, Assad on Tuesday blamed terrorists and weapons smugglers for scuttling the peace plan, which called for a cease-fire and dialogue with the opposition. The regime denies there is any popular will behind the country's uprising, saying foreign extremists and terrorists are driving the unrest.

Although Damascus has remained largely impervious to international condemnation over the course of the uprising, Tuesday's diplomatic squeeze will increase pressure on Syria's remaining allies, including Russia.

Russia has provided a key layer of protection for the Syrian government in the uprising. Russia and China have used their veto power to block U.N. resolutions against Assad. But Russia has grown increasingly critical of Damascus in recent months, and the Houla massacre has prompted some of the strongest condemnations yet from Moscow.

Russian President Vladimir Putin is traveling to Germany and France this week and is likely to come under even greater criticism for his support of the regime.

"We have to continue our work with the Russians," British Foreign Secretary William Hague said. "We will continue to discuss this with Russia. Russia has particular leverage on the regime and therefore has a particular role in this crisis."

Despite some shift in Russia's stance recently, Russian Foreign Minister Sergey Lavrov said Tuesday the Houla massacre must not be a pretext to push for military intervention from outside. Instead, he urged all sides to focus on the Annan plan.

Hague said that the situation in Syria is more complicated than what international powers faced in Libya last year, when a U.N. resolution ushered in NATO military intervention against dictator Moammar Gadhafi's regime.

White House spokesman Jay Carney said the Obama administration remains opposed to military action, reasoning that it would lead only to more carnage. He said the U.S. will continue offering non-lethal assistance to the Syrian people and said Tuesday's coordinated move to expel Syrian diplomats was a signal of the international community's "absolute disgust" with Assad's rule.

Assad still commands a strong army that has proven largely unwilling to turn on him. The entire structure of the state has been built to preserve Assad's power, with the military, the police and security services ? even the economy ? tied up with the survival of his presidency.

But as the violence engulfs the country, many see Assad's departure as the only way out.

Fawaz Zakri, a member of the opposition Syrian National Council, urged action by the U.N. Security Council, saying the world body "must do something to save the Syrian people's souls."

Researchers of the UPNA-Public University of Navarre have developed a type of coating for construction materials. It is based on nanoparticles that interact with sunlight and trigger a chemical reaction that eliminates certain air pollutants. It is reckoned that the reduction in atmospheric pollution could be 90% of nitrogen oxides, 80% of hydrocarbons, and 75% of carbon monoxides emitted. These coatings are the final result of the Ecofotomat project in which the L'Urederra R+D Centre and the construction company Obras y Servicios TEX S.L. have participated together with the University.

As the researcher Javier Goicoechea explains, the coatings "have special nanoparticles with a photocatalytic effect; the nanoparticles interact with the light, thus triggering a series of chemical reactions that clean the air and break down the dirt". In this project, work is being done with concrete as the basic construction material. L'Urederra manufactures the nanoparticles and adapts them so that they can be incorporated into the coatings, and the company TEX provides the concrete and the technical specifications on the building material, since the final aim of the project is to obtain a marketable product: "There are ceramics that have these types of coatings, but here we are working with concrete and with liquid solutions, because we want the final coating to resemble a paint as much as possible: one that can be applied on site, has a cost that is not too high, and is sufficiently tough to withstand the elements."

In Goicoechea's view, "the good thing is that we are talking about very thin coatings of less than a micron (a millionth part of a metre) and which adapt very well to the profile of the material. For example, concrete is always very porous and this coating will cause the whole porous surface to become active when the sunlight hits it." What is more, the coating is also capable of degrading certain chemical compounds that become attached to the surface, and that way the spread of bacteria, fungi, etc. is hampered.

Toughness and testing

As regards toughness, the coating consists of an inorganic material. "This is not like when one speaks about coatings with an antibacterial agent that is gradually released, and the moment comes when it runs out, and consequently stops working," explains the researcher. What we are talking about here is a material that has a built-in property: when the sunlight hits it, it produces free radicals on its surface that attack the air pollutants, specifically the monoxides and the nitrogen oxides. What we need to come up with is a matrix that is tough and permanent enough to immobilise those nanoparticles on the surface and which ensures that the coating remains in place; and all that at an affordable cost."

The UPNA's team of researchers who have worked on the project is made up of Pedro Rivero, chemist; Natxo Matas and Miguel Hernez, telecommunications engineers; and Patxi Arregui and Javier Goicoechea, industrial engineers. As they did not have a laboratory available to measure the reduction in gases, they conducted a standard test consisting of applying a bluish ink onto the surface of the concrete to which the coating was then applied. "When the concrete is exposed to the light, it is possible to see how the ink is destroyed on the area treated with the coating while remaining virtually intact on the remaining surface. When the ink is broken down, we can estimate that when the light hits the surface, the coating acts and breaks down all the pollutants present in the air in the form of compounds attached to it," they said.

Ecofotomat has been partly funded by the Spanish Ministry for the Economy and Competitiveness and by the European Regional Development Fund. The execution period is due to end in June 2013 even though the work of the UPNA researchers in the project has already finished. This project comes within the framework of the INNPACTO programme called by the Ministry to encourage the setting up of projects in which research bodies and companies co-operate. Specifically, the aim is to jointly run R+D+i projects that encourage innovative activity, mobilise private investment and create jobs.

"What would be ideal would be a second phase of this project to be able to go further," concludes Javier Goicoechea. Our work has consisted of developing different matrices that would be cheap and tough, because in construction we are always talking about very low margins, reduced costs and guarantees of twenty to thirty years. What we need, for example, is a complete faade to which the coating can be applied to see how it works, although if we want to see genuine ageing, time would have to elapse or we would have to carry out some kind of accelerated life test to see which of the coatings keeps going the longest and, perhaps, which coating is the most suited to a more or less extreme climate.

Researchers of the UPNA-Public University of Navarre have developed a type of coating for construction materials. It is based on nanoparticles that interact with sunlight and trigger a chemical reaction that eliminates certain air pollutants. It is reckoned that the reduction in atmospheric pollution could be 90% of nitrogen oxides, 80% of hydrocarbons, and 75% of carbon monoxides emitted. These coatings are the final result of the Ecofotomat project in which the L'Urederra R+D Centre and the construction company Obras y Servicios TEX S.L. have participated together with the University.
