Osborne tries to sweeten pill for austerity in Britain

LONDON (Reuters) - More austerity looks certain when British finance minister George Osborne presents a half-yearly budget statement on Wednesday, even if he tries to juggle some spending around to ease the pain.

A darker economic outlook means Osborne is likely to commit to further spending cuts years into the future to save his flagship deficit reduction plan, though he also plans some new investment to sweeten the pill in the short term.

Osborne, who will update parliament with new growth and budget deficit figures just after 7:30 a.m. EDT (1230 GMT), may have to admit borrowing will rise this year -- an embarrassment for a man who put frugality at the heart of the government's policy.

His austerity targets are under threat and a sluggish economy has played havoc with the Conservative-Liberal Democrat coalition's original plan to eliminate a large structural budget deficit before the next parliamentary election due in 2015.

Prime Minister David Cameron sent out an early message on Twitter after Osborne briefed the cabinet on the forecasts, saying: "We are on the right track and making progress."

However, depending on how bad the independent Office for Budget Responsibility's growth and borrowing estimates turn out to be, Britain could be in danger of losing its prized triple-A credit rating before long.

Growth in Britain's service sector slowed to a snail's pace, a closely-watched Markit/CIPS survey showed, suggesting the economy could be on the verge of contraction again.

The chances of Osborne masterminding a strong recovery in time for voters to feel the benefits before a 2015 election appear to be shrinking. Only one in five voters trust him to fix the economy, according to a Comres/ITV News poll.

"The picture of stagnation is a problem," said Rob Wood, an economist at Berenberg Bank, arguing that Osborne will probably have to announce more austerity for the years after the 2015 election. "Deficit reduction has gone into reverse this year."

The economy grew one percent in the third quarter, bouncing back from three quarters of decline, but few expect a roaring recovery next year without some solution to the protracted debt crisis in the euro zone, Britain's main trading partner.

In the absence of the strong growth predicted when Osborne took the reins of the Treasury in 2010, he has been forced to extend spending cuts well beyond the next election. He may have to stretch out those cuts even further into the future.

Back in March, the OBR forecast growth of 0.8 percent this year, 2 percent in 2013 and nearly 3 percent thereafter. Economists polled by Reuters now expect output to fall 0.1 percent this year, followed by 1.1 percent growth in 2013 and 1.7 percent in 2014.

CUTTING TOO FAST?

Critics accuse Osborne of strangling growth by cutting government spending too fast and, in turn, scuppering any hopes of reaping the tax revenues needed to deal with Britain's budget deficit -- which hit a record above 11 percent of GDP shortly before the 2010 election.

"Wednesday's Autumn Statement on the economy is a chance for ... Osborne to recognize things haven't worked out as he promised and try a different approach," Ed Balls, economy spokesman for the opposition Labour Party, said on Monday.

"He should take the opportunity to do so, because the country will not forgive him if he puts political pride first and ploughs on recklessly with a failing plan."

Osborne's supporters say that changing course now would unsettle financial markets, drive up the cost of borrowing and put Britain's economy in even greater jeopardy.

Instead, the Conservative will juggle the numbers to find money for investing in infrastructure, while holding fast to his austerity plan -- even if that means more spending cuts to make up for lost tax income.

"To turn back now ... would be a complete disaster for our country," Osborne told the BBC on Sunday.

He will detail 5 billion pounds ($8 billion) of spending on schools and transport on Wednesday, largely paid for by cuts across government departments over the next 2-1/2 years, and flesh out plans for a new clampdown on tax avoidance.

A strategic plan for Britain's gas production industry is also expected, following an October announcement of tax breaks for the fledgling shale gas sector.

Osborne will argue that the burden of any extra austerity must be spread across society, with further cuts to the welfare budget and some form of taxation on the wealthy, possibly a property tax and a limit on pension tax relief.

It is unclear how a 35 billion pound windfall from the Bank of England's 375 billion pound asset purchase scheme will be accounted for in the public finances, but it is a timely gift for Osborne and will reduce Britain's debts.

The OBR may well extend the time needed before Britain's structural current budget returns to balance by a year to 2017/18.

And Osborne may be forced to abandon one of his key fiscal policy rules -- to see debt falling as a percentage of Britain's national output by 2015/16. He could replace that rule with something less specific to keep markets on side.

(AP) ? Hollywood stars Anne Hathaway and Hugh Jackman have braved the London cold to walk the red carpet for the world premiere of "Les Miserables."

Hathaway said at the premiere Wednesday that playing the role of Fantine in the film adaptation of "Les Mis" was a dream job she would have done anything to land, describing the gig as "the sort of job you should give your paycheck back" for.

The 30-year-old actress lost 25 pounds (11.3 kilograms) and cut her hair to play the role of a struggling, sickly mother forced into prostitution in 1800s Paris in the screen adaptation of Victor Hugo's classic.

Joined by Jackman and other costars Russell Crowe and Amanda Seyfried, Hathaway signed autographs and met fans in central London at the event.

(AP) ? The Army's highest legal branch appointed a new judge to preside over the case of the Fort Hood shooting suspect, indicating the court-martial is on track to move forward after lengthy delays.

U.S. Army Col. Tara Osborn was named Tuesday to head the case of Maj. Nidal Hasan, who faces the death penalty if convicted in the 2009 shootings that killed 13 and wounded more than two dozen on the Texas Army post.

The U.S. Court of Appeals for the Armed Forces on Monday ousted the previous judge, Col. Gregory Gross, saying he appeared biased against Hasan. The court also tossed out Gross' order to have Hasan's beard forcibly shaved before his court-martial, though it didn't rule on whether the order violated his religious rights as he claimed.

While in custody this spring, Hasan started growing a beard that he says is an expression of his Islamic faith. Gross had sided with prosecutors who say the beard violates Army grooming standards and could confuse witnesses.

The ruling Monday by the military's highest court said the command, not a judge, is responsible for enforcing grooming standards, which means another judge isn't likely to order Hasan to shave, some military law experts said.

"This ruling will have a chilling effect on the future judge because he or she ... will not pursue this beard issue any longer, and the appeals court still hasn't answered the key question of whether Hasan has to comply with military regulations and shave like every other military officer," said Jeff Addicott, director of the Center for Terrorism Law at St. Mary's University School of Law in San Antonio. The retired military attorney is not involved in Hasan's case. "But on the flip side, the jury is going to see him in a full beard and may think he is motivated by radical Islamic beliefs. That's what prosecutors and the judge (Gross) were trying to prevent."

The case had been on hold since Hasan appealed Gross' order a few days before the trial was to start in August. Gross previously delayed Hasan's trial from March to June and then to August.

Army spokesman Maj. S. Justin Platt said he didn't know when Osborn would arrive at Fort Hood. It's unclear when hearings in the case will resume.

Last year, Osborn presided in a death-penalty case, the court-martial of an Army sergeant based at Fort Stewart, Ga.

Sgt. Joseph Bozicevich, of Minneapolis, was sentenced to life in a military prison without parole for shooting and killing his infantry squad leader and another U.S. soldier in Iraq after they criticized him for poor performance. Bozicevich was spared a death sentence because the jury's decision to convict him of premeditated murder was not unanimous, which removed the death penalty as an option.

French men not producing as much sperm

(Reuters Health) - When it comes to sperm counts, French men aren't what they used to be, according to a new study.

Researchers found that between 1989 and 2005, the number of sperm in one milliliter of the average 35-year-old Frenchman's semen fell from about 74 million to about 50 million - a decrease of roughly 32 percent.

"That's certainly within the normal range, but if you think about it, if there continues to be a decrease, we would expect that we'll get into that infertile range," said Grace Centola, president of the Society for Male Reproduction and Urology in Birmingham, Alabama.

And the French aren't the only ones who should be concerned, the researchers said.

"A decline in male reproduction endpoints has been suspected for several decades and is still debated all around the world. Geographical differences have been observed between countries, and between areas inside countries," said Jo?lle Le Moal from the Institut de Veille Sanitaire in France, who led the study.

Writing in the journal Human Reproduction, Le Moal's team said global analyses have found decreases in sperm counts, as did recent studies in Israel, India, New Zealand and Tunisia.

Centola, who wasn't involved with the new research, told Reuters Health she had also found similar results in a group of young sperm donors from Boston in the United States.

For the new study, Le Moal's team used a database of France's 126 fertility clinics that recorded men's semen samples from 1989 through 2005. They then narrowed their study to 26,600 samples provided by men whose female partners were later found to be infertile. That, they say, minimizes the risk the men had a fertility problem.

Over the 16-year period, the researchers found there was about a 2 percent annual decrease in the number of sperm in one milliliter of the average man's semen.

"One would look at that and say it's not all that much. It isn't, but if it's occurring on a yearly basis it can add up," said Centola. "Clearly if this type of decrease continues, we're going to find that we're going to have young men that have low sperm counts," she said.

The World Health Organisation defines anything over 15 million per milliliter of semen as normal. However, the study's authors suggest that it may take longer for men with counts in the lower range of normal to conceive.

The researchers also found that there was an increase in the number of abnormally shaped sperm over the study period, which can also influence fertility.

Part of that finding, however, can be explained by scientists getting better at recognizing misshapen swimmers, but not all of it. "So both results are important," said Le Moal.

Moreover, the Euro-zone finance ministers yesterday approved ?39.5 billion aid to Spanish banks, formally ending a months-long effort to draw a line under a crisis that had threatened to push the country for a bailout.

On the economic front, Euro-zone?s final manufacturing PMI rose to 46.2 in November, in line with the flash estimate and compared to a reading of 45.4 in October. Germany?s seasonally adjusted manufacturing PMI rose to 46.8 in November, from the previous estimate of 46.0. Meanwhile, the French manufacturing PMI rose to a reading of 44.5 in November, below the flash estimate of 44.7. In Italy, the seasonally adjusted manufacturing PMI declined to 45.1 in November, from 45.5 in October. On a seasonally adjusted basis, manufacturing PMI in Spain rose to 45.3 in November, from 43.5 in October.

Also yesterday, the Federal Reserve Bank of St. Louis President, James Bullard indicated that replacing Operation Twist?s swap of Treasuries with outright purchases of the same amount of securities would represent a policy easing that could risk higher inflation. However, he also stated that replacing Operation Twist with smaller bond buying program would boost to the economy.

Moreover, the President of the Boston Fed, Eric Rosengren, stated that he sees a ?strong case? for the central bank to buy bonds at the current monthly pace of $85.0 billion following the expiry of its Operation Twist program.

In the Asian session, at GMT0400, the pair is trading at 1.3056, with the EUR trading marginally lower from yesterday?s close.

The pair is expected to find support at 1.3025, and a fall through could take it to the next support level of 1.2995. The pair is expected to find its first resistance at 1.3081, and a rise through could take it to the next resistance level of 1.3107.

Trading trends in the pair today are expected to be determined by the release of the producer price index in the Euro-zone.

The currency pair is trading just above its 20 Hr and 50 Hr moving averages.
