European shares seen opening higher (Reuters)

HONG KONG (Reuters) ? European stocks were set to edge higher on Wednesday, poised to end a volatile month on a mildly stronger note, while the dollar struggled on heightened expectations that the U.S. Federal Reserve would do more to stimulate the economy.

Minutes of the Fed's early August meeting released on Tuesday showed policymakers discussed a range of unusual tools they could use to help the economy, with some actually pressuring for bold new steps to shore up a flagging recovery.

This added to expectations the Fed may spring into action at the next meeting in September.

"The FOMC meeting minutes showed that Fed governors are becoming anxious, indicating a few members felt that recent developments justified a more substantial move," said Jessica Hoversen, fixed income and foreign exchange analyst at MF Global in note.

"A rise in unemployment on Friday may push this faction of Fed officials over the edge," she said.

Hopes of a Fed stimulus offered some respite to beaten down European shares which could yet post their biggest monthly drop since October 2008.

European stocks bore the brunt of the severe setback earlier this month as markets were roiled by a sovereign downgrade in the U.S., persistent debt problems in the euro zone and sharp cuts to global growth expectations.

The FTSEurofirst 300 (.FTEU3) index of top European shares is down 13 percent this month while Germany's DAX (.GDAXI) has slumped 21 percent and is down nearly 25 percent since hitting a 3- year high in May this year.

The indexes are expected to open 0.3-0.5 percent higher, according to financial spreadbetters. (.EU)

In Asia, the MSCI index of Asian stocks outside Japan (.MIAPJ0000PUS) is down 9.5 percent. On the day it rose 0.9 percent helped by a 1.7 percent jump in Korea's KOSPI (.KS11).

U.S. stocks futures pointed to an extension of the modest overnight gains as signs of the Fed willing to take aggressive steps helped offset the gloom from the slump in consumer confidence in the U.S., which hit a two-year low.

In Japan, the Nikkei (.N225) closed flat at 8,955.2 on profit-taking after four straight gaining sessions.

"The index may stay in a narrow range below 9,000 until we have more catalysts for a U.S. economic recovery," said Fumiyuki Takahashi, managing director at Barclays Capital.

He added that domestic institutional investors such as pension funds are buying below 9,000, while foreign investors are hesitant to take positions ahead of U.S. non-manufacturing data from the Institute for Supply Management and U.S. jobs data later this week.

A Reuters poll showed economist forecast U.S. non-farm payrolls rising 80,000 in August with unemployment staying at 9.1 percent.

In currency markets, the euro fell across the board, particularly against commodity currencies, after lukewarm demand at an Italian bond auction threatened to push the euro zone's third biggest economy back to the center of the region's debt crisis.

The dollar faced problems of its own as the prospect of further monetary easing in the U.S. would further cement its status as a funding currency in carry trades.

The dollar index (.DXY) which measures the dollar's strength against a trade-weighted basket of currencies is down 6.3 percent this year and is poised to finish flat on the month.

Brent crude hovered at $114 a barrel on Wednesday after posting six days of gains on expectations the United States will act again to try to stimulate its economy and boost fuel demand.

Spot gold edged lower on the day, pulling back from a 2.6 percent rally in the previous session but in contrast to stocks, is set for its biggest monthly gain since November 2009. It is up 12.6 percent this month.

The tax break offers consumers some relief in the face of high inflation, which was running at an annual rate of 6.5 percent last month and eating into family budgets.

The biggest beneficiaries will be those at the bottom of the tax scale. The lowest rung of the income-tax ladder has been raised from 2,000 renminbi ($313) per month to 3,500 RMB ($547). The average Chinese wage is around 3,000 RMB a month.

The tax reform, made more generous after a wave of online protest against earlier government proposals for stingier changes, means that only about 8 percent of Chinese will pay any income tax at all, according to Wang Jianfan, deputy director of the Finance Ministry?s tax policy department.

Like many developing countries, China relies very little on hard-to-collect income tax for its revenue. Last year it raised only 6.6 percent of its taxes from personal income. Instead, the government goes after the business sector, which is easier to monitor.

Raising the income tax threshold will cost the government 160 billion RMB ($25 billion) in lost revenue, according to the Finance Ministry, but this is ?no big deal? for Chinese public finances, according to Arthur Kroeber, head of the Beijing-based Dragonomics economic consultancy.

?Fundamentally, China?s fiscal conditions are very strong?, Mr. Kroeber says, pointing to government estimates of a budget deficit below 2 percent this year.

What the government gets for its $25 billion, says Dr. Yi, is goodwill at a time when ordinary people are grumbling increasingly loudly about rocketing food prices. ?If people?s purchasing power goes up, that is good for social stability,? Yi says.

Household income has been falling as a share of GDP, relative to corporate and government revenues, for several years, but the new tax breaks are unlikely to reverse that trend because income tax plays such a minor role in China?s economy.

?If the government wants to redistribute income from the corporate to the household sector, tax policy is not going to do the trick,? warns Kroeber.

Rights activists urge Libya to hand over Gadhafi (AP)

THE HAGUE, Netherlands ? As Libyan rebels claim to be closing in on Moammar Gadhafi, human rights activists are urging them to turn the Libyan dictator over to the International Criminal Court for trial and not mete out justice themselves.

Leading the calls is the court's Argentine prosecutor, Luis Moreno-Ocampo, who has charged Gadhafi along with his son Seif al-Islam and the regime's intelligence chief Abdullah Al-Sanoussi with unleashing a campaign of murder and torture since February that aimed to wipe out anti-government protests.

"The law says there's an arrest warrant pending and according to a Security Council resolution Libya has the obligation to cooperate with the court," Moreno-Ocampo told reporters at the court.

Rebels have sent mixed signals about what they will do with Gadhafi if they catch him, saying they will cooperate with the ICC but holding open the prospect of trying him in a Libyan court.

Many people in Libya want to see Gadhafi and the members of his family and regime prosecuted at home for abuses throughout his 42-year rule rather than being sent to the Hague to face justice for crimes committed only in the last six months as he fought desperately to cling to power.

Human Rights Watch on Wednesday also urged top diplomats meeting Libyan rebels in Paris on Thursday to push for Gadhafi's surrender to The Hague-based international court if he is captured.

Amnesty International echoed the call, saying Libya's rebel National Transitional Council is not yet in a position to put Gadhafi on trial as it seeks to restore order to the North African nation ravaged by civil war.

David Nichols, a senior analyst for Amnesty in Brussels, said rebels must hand over Gadhafi "for the sheer reason that the interim government in Libya will not have the capacity, will not have the experience ... to try these people fairly and in full compliance with international law."

Meanwhile, Ali Tarhouni, deputy head of the National Transitional Council, said rebels were homing in on the fugitive dictator.

"Gadhafi is now fleeing ? and we have a good idea where he is," Tarhouni said Tuesday, without elaborating. "We don't have any doubt that we will catch him."

Like all international tribunals, the court has no police force of its own to arrest suspects. Moreno-Ocampo says whoever finds the three suspects he has indicted is bound by international law to send them to The Hague.

If rebels still want to prosecute the suspects, they will have to convince judges at the court that they are investigating them and can stage a fair trial.

Under the ICC's founding statute, it can only take on cases where a country is unwilling or unable to prosecute suspects.

"To date, I don't know of any other arrest warrants against Gadhafi, so if they arrest Gadhafi, legally the only thing they can do is send him to The Hague," Moreno-Ocampo said. "If they have a different case in Libya they have to submit this issue to judges and judges will decide."

Nichols said the international community should use Thursday's meeting in Paris with Libyan rebel leaders to press for the indicted suspects to be turned over.

"There has not been enough strong EU pressure on the (rebels) to make sure that all those who have been indicted by the ICC are actually transferred to The Hague," he said.
