Meet Your Newest Ancestor

Most humans think of the placenta as something that gets tossed out after childbirth. In fact, its appearance millions of years ago was a significant evolutionary development that gave rise to the vast majority of mammals alive today, from bats to whales to humans.

Until now, scientists believed that placental mammals first appeared some 125 million years ago. At that point, they branched off from the lineage that developed into modern marsupials, which nourish their young in their pouches instead of through placentas. Yet a recent fossil find backdates that divergence by about 35 million years, showing that mammals with placentas, known as eutherians, shared the earth with dinosaurs much longer than previously thought.

The fossil, described in August in the journal Nature (Scientific American is part of Nature Publishing Group), belongs to a tiny, shrewlike creature known as Juramaia sinensis that roamed China 160 million years ago. It appears to be the oldest known ancestor of placental mammals, according to a research group led by Zhe-Xi Luo, a paleontologist at the Carnegie Museum of Natural History.

Placental nourishment allows a more rapid and efficient transfer of nutrients from mother to offspring, which can result in faster brain development, larger mature brains and increased metabolic rate?all of which have had broad implications for the evolution of the behavioral and social complexity observed among today?s mammals.

The Juramaia fossil also yields important clues about the life of early eutherians. This animal appears to have been an insectivore, judging from the shape of its teeth, and it had robust forelimbs, which could have helped it to climb trees. This ability may have enabled it to take over as yet unexploited territory for both safety from predators and access to insects among the foliage.?Any opportunity to reduce competition with other Jurassic mammals by staking out higher ground may have helped strengthen
Juramaia?s divergence from marsupials, leading it to become the ancestor of an extremely diverse group of animals.

The discovery of this fossil corroborates previous molecular studies, which estimated the divergence between eutherians and other mammals to have occurred around 160 million years ago?yet such estimations are often taken with a grain of salt until they are bolstered by hard physical evidence in the form of fossils. This is a prime example of the way in which multiple lines of scientific investigation can work together to draw robust conclusions and make well-supported hypotheses, thereby highlighting the value of integrative approaches to answering scientific questions.

Second Amendment / Equal Protection Clause Victory for Legal ...

A pre-2009 Washington state law, under which Yasin Ibrahim was convicted, required aliens to get a license . (A new statute sets up a different licensing scheme for alien gun owners, but that statute wasn?t involved in this case.) Ibrahim was prosecuted under the old law, for having an unlicensed gun. Today?s State v. Ibrahim (Wash. Ct. App.) holds that the old law violated the Equal Protection Clause by unconstitutionally discriminating against noncitizens. And in the process the court says that the law did this ?by denying [legal aliens?] Second Amendment right to keep and bear?arms.?

This independent focus on the Second Amendment is important because the Supreme Court has read the Equal Protection Clause as barring most (but not all) state discrimination against noncitizens; the federal government remains generally free to discriminate against noncitizens. But if the Washington Court of Appeals is right that legal aliens are protected by the Second Amendment, that means that even the federal government may not ban them from owning guns.

Current federal law lets immigrant aliens possess guns, but bars gun possession by legal aliens who don?t have immigrant status. (See 18 U.S.C. ? 922(g)(5)(B).) This category of people generally barred from possessing guns (with some exceptions for hunting and sporting purposes) includes not just tourists but also long-term residents, such as students or people working here on nonimmigrant visas. So if federal courts follow the Washington Court of Appeals? view of the matter, that prohibition might be vulnerable on Second Amendment grounds.

Two notes: (1) As it happens, the state Department of Licensing refused to issue alien gun licenses under the pre-2009 law, but that wasn?t expressly discussed in the opinion. (2) The opinion talked about the pre-2009 law as requiring ?registration? of a gun, but as I read it the law actually required a license.

Russian journalist deported from Belarus (AP)

MINSK, Belarus ? A Russian newspaper journalist working on a report about the opposition in Belarus said Wednesday he was deported overnight from the authoritarian ex-Soviet nation by the secret police.

Igor Karmazin told The Asociated Press he was detained by plainclothes agents after speaking to Irina Khalip, the wife of jailed former presidential candidate Andrei Sannikov. The reporter for the Moskovsky Komsomolets daily said his recordings were erased and he was barred from entering Belarus for a year.

"It's a triumph of injustice and trampling of law," Karmazin said.

Belarus' President Alexander Lukashenko has relentlessly cracked down on dissent and free media during his 17-year rule, prompting the U.S. and the European Union to impose economic and travel sanctions.

Lukashenko has relied on Russia's political and financial support, but has been locked in economic arguments with Moscow and often lashed out at Russian media.

KGB officials refused to comment on Karmazin's claim.

Lukashenko won another term in December in an election that sparked massive street protests against alleged vote fraud. The protests were violently dispersed by riot police and seven of the nine candidates who ran against Lukashenko were arrested, along with some 700 others.

Lukashenko has sought to tighten his grip on the 10-million nation with new legislation that boosts the already sweeping powers of the KGB. His critics saw the move as a reflection of Lukashenko's fear of rising public anger over the country's worst financial crisis since the 1991 fall of the Soviet Union.

The past summer saw a wave of demonstrations against Lukashenko's regime by people who clapped their hands, stomped their feet or simply smiled. Police rounded up demonstrators, who staged their protests through social networks, even though their actions did not violate any law.

The set of legal amendments, passed at a closed session of parliament earlier this month, now give police formal justification for clamping down on those taking part in the protests despite the absence of any political demands.

Lukashenko said Wednesday that his government has learned the lessons of the Arab Spring uprisings that have ousted repressive regimes in Tunisia, Egypt and Libya and knows how to deal with protests organized through social networks. "We have learned how to deal with this evil," he said.

Pan-Asian girl band looks to Snoop Dogg for help (Reuters)

SINGAPORE (Reuters) ? The pan-Asian "girl band" Blush has been around for only 11 months but already has a track record more established groups might envy -- a single that hit number three on the U.S. dance music charts and rapper Snoop Dogg in one of their songs.

This week, the English-singing group, whose members hail from Japan, Hong Kong, the Philippines, Korea and India, will open for the Black Eyed Peas at their Manila concert. They appeared at a Justin Bieber concert in Hong Kong earlier this year.

"The goal for Blush is to become really the first Asian singers to make it big in the West," said John Niermann, a former president of Walt Disney Co's Asia-Pacific unit, who brought the band together last year after a broad talent search.

"The idea started several years ago when I was curious why an Asian singer had not really made it to the top of the charts in America," he told Reuters in Singapore.

The group is made up of Japan's Natsuko Danjo, Victoria Chan from Hong Kong, Korea's Ji Hae Lee, Alisha Budhrani from India and Angeli Flores from the Philippines.

Ranging in age from 19 to 28, most of the stylishly-slender group members sang and danced from childhood, dreaming of stardom, according to the group's website. But the 26-year-old Lee only began singing seriously after graduating from Korea's Hoseo University -- with a degree in law.

"Manufactured" pop groups have been around for over 20 years. But Blush is the first to be made up entirely of singers from across Asia who perform in English, in an attempt to broaden their global appeal. Blush is also unusual among Asian performers in the sense that it hopes to make it big in the United States before becoming popular in its home region.

To help the Hong Kong-based group gain a following, Niermann hired songwriters and producers who worked on tracks by artistes such as Bon Jovi and the Spice Girls.

Their first single, "Undivided," which featured American rapper Snoop Dogg in both song and video, made it to number three on the Billboard Dance Club chart.

Niermann has also tried to popularize Blush through music videos and TV appearances as well as toys and computer games, tapping contacts made during his time at Disney and Electronic Arts Inc, another former employer.

"These days you monetize through live appearances like concerts, merchandise, sponsorships and endorsements. These are the key areas," he said.

Fans at recent Singapore events praised the group for their friendliness and style.

"Lots of energy and great vocals," said Andrew Teo, the event manager at The Butter Factory, a Singapore dance club where the group performed.

The group, though, spends much of its time in North America, targeting cities such as San Francisco, Los Angeles and Vancouver where there are large ethnic Asian communities in hopes of building the fan base essential for success.

"Blush are wholesome enough to work with Disney yet at the same time are edgy enough to draw a crowd that might prefer to listen to Snoop Dogg or Black Eyed Peas," Niermann said.

But the group may find broad success hard, experts said.

"The difficulty about breaking into Western markets is the mindset... Westerners do not bother about singers outside their country because they do not identify with them," said Dean Augustine, head of artistes and repertoire at Sense Music, a Japanese-Singaporean management and production house.

"When an artiste has a following, fans will comment on YouTube and this gives the media something to write about."

Netflix stock plunges on brutal 3Q, somber outlook

(AP) ? Netflix jolted its shareholders again with a third-quarter financial report that portrayed a company in crisis.

The video subscription service's latest blooper reel, released Monday, included an even larger customer exodus than the company had foreseen after announcing an unpopular price increase in July. What's worse, the report contained a forecast calling for more defections during the next few months.

The backlash will deprive Netflix Inc. of some of the revenue that management had been counting on to finance the company's expansion plans while it pays higher fees for Internet video streaming rights. The result: Netflix expects to post losses next year when it starts selling its steaming service in Britain and Ireland. The company didn't offer further specifics besides saying it won't go into any other overseas markets until it's making money again.

None of the developments pleased Wall Street as Netflix lost more than a quarter of its value after the bad news came out. If that sharp decline holds in Tuesday's trading, it will mark the first time Netflix's stock price has fallen below $100 in nearly 14 months.

Netflix shares shed $32.01, or nearly 27 percent, to $86.83 in Monday's extended trading.

It's the latest setback for a former stock market darling whose shares topped $300 just 4-? months ago. Netflix's market value had already plunged by about 60 percent, or nearly $9 billion, before Monday's late sell-off.

Netflix lost its luster among consumers and investors by raising prices as much as 60 percent in the U.S. and bungling an attempt to spin off its DVD-by-mail rental service.

Raising the prices had to be done, according to Netflix CEO Reed Hastings. He said, however, that Netflix should have taken more time to explain to subscribers that the company needed the money to pay movie and television studios for rights to stream more video over high-speed Internet connections.

"We became a symbol of the evil, greedy corporation," Hastings said in a Monday interview with The Associated Press. "Then we faced a reputational hit that created significantly more cancellations than we anticipated."

The company, which is based in Los Gatos, ended September with 23.8 million U.S. subscribers, down about 800,000 from June. Netflix had predicted it would lose about 600,000 U.S. subscribers in a forecast released last month.

Management expects to gain U.S. subscribers in the current quarter, although Netflix didn't set a specific target. But a substantial number of Netflix's customers are expected to choose between renting DVDs through the mail, or streaming Internet video, instead of paying for both services.

The biggest hit is expected on the DVD side, a service that Netflix has been de-emphasizing to save money on mailing costs as its spends more to license movies and TV shows for its Internet video library. The company expects its DVD subscribers to fall from 13.9 million as of Sept. 30 to as low as 10.3 million at the end of December.

Hastings said he expects Netflix's DVD subscriptions to steadily decline, much like what has happened to AOL Inc.'s dial-up Internet connection service during the past decade as high-speed alternatives became more affordable.

Netflix's streaming subscriptions in the U.S. may rise by as much as 100,000 subscribers in the quarter, according to the company's projections.

The company's outlook looks even grimmer compared with how rapidly Netflix had been growing. From the end of 2009 through June of this year, Netflix had gained 12.3 million U.S. subscribers ? adding an average of 2 million customers every three months.

From a financial perspective, Netflix did better than analysts expected in the July-September period.

The company earned $62.5 million, or $1.16, per share, in the third quarter. That compared to income of $38 million, or 70 cents per share, at the same time last year.

The performance topped the average earnings estimate of 96 cents per share among analysts polled by FactSet.

Netflix's revenue climbed 49 percent from the same time last year to nearly $822 million ? about $9 million above analyst estimates.

Netflix's downfall leaves Hastings ? the only CEO the company has ever had ? in a precarious position.

Once regarded as one of the savviest leaders in technology and entertainment, Hastings has turned into a punching bag for frustrated Netflix customers and shareholders. Many of them are still befuddled by his recent decision making.

After Netflix's higher prices kicked in on Sept. 1, Hastings amplified the outrage by outlining a plan to toss the DVD rental business onto a separate website called Qwikster. The split from the Internet streaming service got panned so badly that Hastings reversed course in less than three weeks.

"I am not a quitter," Hasting said Monday after the AP asked him if would heed some investor calls for him to resign. "We made some mistakes, but I think our 10-year track record is extremely positive. We are going to focus on making this a great global streaming business. I am very excited about that."

China's Wen says jobs a priority despite headwinds (Reuters)

BEIJING (Reuters) ? China will make job creation a more urgent priority in the face of slowed economic growth and weakened exports, Premier Wen Jibao said in comments published Sunday, also warning that efforts to tame housing prices were at a critical point.

While visiting the southern region of Guangxi, Wen took on the issues that have raised worries about the direction of the world's second biggest economy: inflation, weakened demand from rich economies, and the pressure to secure jobs for millions of university students and rural migrants.

"Currently, economic growth is slowing and external demand is falling, and we should make employment even more of a priority in economic and social development, doing our utmost to expand employment," Wen told officials in Guangxi, a poorer region next to export-driven Guangdong province, the official People's Daily reported.

Those efforts would include "ensuring an appropriate rate of economic growth" and supporting labor-intensive industries, small businesses and private firms, he said.

Welfare needs should assume a more important role in setting macro-economic policy because these needs "concern the interests of the public and social harmony and stability," Wen added.

RIGHT BALANCE

Wen's government faces a tricky test in striking the right balance between maintaining growth and containing inflation.

China's economic expansion slowed to 9.1 percent from a year earlier in the third quarter, its weakest pace in more than two years as euro-debt strains and a sluggish U.S. economy took a toll.

In September, consumer inflation dipped to 6.1 percent, retreating from three-year highs, but stubborn food price pressures remain a worry for policymakers.

There is also relentless pressure to find jobs.

China has 242 million rural residents who work off the farm, and 153 million of them are migrants working outside their home towns. They are joined by millions more migrants every year, hunting for work in factories and on building sites.

As well, more than six million college and university graduates entered the workforce this year.

Wen also said another plank of the government's efforts to contain price rises -- containing housing costs -- was at a crucial stage.

Housing prices in China have climbed to record highs, although annual property inflation eased to a low of 3.5 percent in September as Beijing's campaign to cool the market made inroads.

"All levels of government must take effective measures to consolidate the fruits of (housing price) controls," he said. Those efforts should include ensuring the government's goals to expand affordable, state-backed housing are met, Wen said.

As of August, China had built 8.68 million units of homes for rental or sale to poorer families this year, putting it on track to fulfill its full-year goal of 10 million homes.

But echoing a widespread complaint among officials, one Guangxi official told Wen of a shortfall in financing for the affordable homes, according to the media accounts.

The premier did not hint at any backing down from affordable home targets, but indicated that commercial developers might get easier access to land for cheaper projects.

"On the one hand, we must get a grip on affordable housing construction," he said. "On the other hand, we must also increase land provision for ordinary commercial housing."

Symbian Anna update rolls out to compatible Nokia smartphones in the US

Nokia may be moving on to other things, but it's not leaving its existing smartphone lineup completely behind just yet. The company confirmed today that Nokia C6-01, E7 and N8 owners in the US are now finally able to download the Symbian Anna OS update, more than two months after it first rolled out elsewhere around the world. That brings with it a whole raft of changes, including a spiffed up UI, a new on-screen QWERTY keypad, a new browser, new Maps, new versions of the Ovi Store and QuickOffice, and a number of other "performance and usability improvements." Look for it in the software update client on your phone if you haven't downloaded it already.

Big banks under pressure in Europe crisis (AP)

BRUSSELS ? Big banks found themselves under pressure in Europe's debt crisis Saturday, with finance chiefs pushing them to raise billions of euros in capital and accept huge losses on Greek bonds they hold.

The continent's biggest financial institutions were at the center of talks as leaders entered marathon negotiations in Brussels, at the end of which they have promised to present a comprehensive plan to take Europe out of its crippling debt crisis.

"Between now and Wednesday we have to find a solution, a structural solution, an ambitious solution and a definitive solution," French President Nicolas Sarkozy said as he arrived in Brussels. "There's no other choice."

In addition to new financing for Greece, leaders want to make the banking sector fit to sustain worsening market turmoil and turn their bailout fund into a strong safety net that will stop big economies like Italy and Spain from falling into the same debt trap that has already snapped Greece, Ireland and Portugal.

But before the final deadline on Wednesday, they have to overcome many obstacles.

On Saturday, the finance ministers of the 27-country European Union decided to force the bloc's biggest banks to substantially increase their capital buffers ? an important move to ensure that they are strong enough to withstand the panic that a steep cut to Greece's debt could trigger on financial markets.

A European official said the new capital rules would force banks to raise just over euro100 billion ($140 billion), but finance ministers did not provide details on their decision. The official was speaking on condition of anonymity because it had been agreed to let leaders unveil the deal at their first summit Sunday.

"We have made real progress and have come to important decisions on strengthening European banks," George Osborne, the U.K.'s chancellor of the exchequer, said as he left Saturday's meeting.

The deal on banks was likely to be the only major breakthrough ready to announce on Sunday, leaving many important decisions and negotiations to be completed by Wednesday night.

On Friday, the first day of the marathon talks, the finance ministers of the 17 countries that use the euro ? and which have found themselves at the center of the crisis because of the currency they share ? agreed to demand Greece's private creditors take big losses on their bondholdings.

But they still have get the banks to come along and convince them that the cuts are the best way to ensure that Athens can eventually repay its remaining debts.

The picture in Greece, whose troubles kicked off the crisis almost two years ago, is bleaker than ever. A new report from Athens' international debt inspectors ? the European Commission, the European Central Bank and the International Monetary Fund ? proved that a preliminary deal for a second package of rescue loans reached in July is already obsolete.

That plan would have seen banks and other private investors take losses of some 21 percent on their Greek bond holdings, while the eurozone and the IMF were to provide an extra euro109 billion ($150 billion) in bailout loans.

But the report showed that in the past three months Greece's economic situation has deteriorated so dramatically that for the bank deal to remain in place, the official sector would have to provide some euro252 billion ($347 billion) in loans. Alternatively, to keep official loans at euro109 billion ($150 billion), banks would have to accept cuts of about 60 percent to the value of their Greek bonds.

"I believe we are now arriving at a more realistic view of the situation in Greece," said German Chancellor Angela Merkel, the country that has long been advocating a more radical solution to Athens' problems.

But Merkel and her eurozone counterpart were on for tough negotiations with the banks.

Charles Dallara, who has been representing private investors in the talks with the eurozone, said Saturday that negotiations that carried on sporadically throughout Saturday were making only slow progress.

"We're nowhere near a deal," he told The Associated Press in an interview.

Dallara, the managing director of the Institute of International Finance ? the world's biggest bank lobbying group ? said current plans to cut Greece's debt would leave the country as "a ward of Europe" for years.

He declined to say how much in losses banks would be willing to accept, saying only "we would be open to an approach that involves additional efforts from everyone."

The eurozone has been working hard to reach a voluntary agreement with banks, rather than forcing losses onto the lenders, because that could avoid triggering billions of euros on payout for bond insurance and could destabilize markets even further.

However, in recent weeks some officials have no longer insisted that the deal remain voluntary.

Agreement on arguably the most important measure in the crisis plan remained even more elusive Saturday: boosting the firepower of the currency union's euro440 billion ($600 billion) bailout.

Increasing the effectiveness of the fund ? called the European Financial Stability Facility ? is meant to help prevent larger economies like Italy and Spain from being dragged into the crisis. At the same time, the EFSF may be asked to help governments shore up their banks if they can't raise the necessary funds on financial markets.

But Germany and France still disagree over how to give the EFSF more firepower. France wants the fund to be allowed to tap the ECB's massive cash reserves ? an option that Germany rejects. Weaker economies, meanwhile, are wary of signing up to the other two parts of the grand plan ? bigger bank capital and cuts to Greece's debt ? without assurance that sufficient buffers are in place.

Researchers from the National Institute of Standards and Technology (NIST) and University of Colorado Boulder (CU) have developed a low-power microchip that uses a combination of microfluidics and magnetic switches to trap and transport magnetic beads. The novel transport chip may have applications in biotechnology and medical diagnostics.

A key innovation in the new chip is the use of magnetic switches like those in a computer random access memory. As described in a new paper,* the NIST/CU team used the chip to trap, release and transport magnetic beads that potentially could be used as transport vehicles for biomolecules such as DNA.

Conventional microfluidics systems use pumps and valves to move particles and liquids through channels. Magnetic particle transport microchips offer a new approach to microfluidics but generally require continuous power and in some cases cooling to avoid sample damage from excessive heating. The NIST/CU technology eliminates these drawbacks while offering the possibility for random access two-dimensional control and a memory that lasts even with the power off.

The demo chip features two adjacent lines of 12 thin-film magnet switches called spin valves, commonly used as magnetic sensors in read heads of high-density computer disk drives. In this case, however, the spin valves have been optimized for magnetic trapping. Pulses of electric current are used to switch individual spin valve magnets "on" to trap a bead, or "off" to release it, and thereby move the bead down a ladder formed by the two lines (see video clip). The beads start out suspended in salt water above the valves before being trapped in the array.

"It's a whole new way of thinking about microfluidics," says NIST physicist John Moreland. "The cool thing is it's a switchable permanent magnetafter it's turned on it requires no power. You beat heat by switching things quickly, so you only need power for less than a microsecond."

NIST researchers previously demonstrated that spin valves could be used to trap and rotate particles** and recently were awarded two patents related to the idea of a magnetic chip. ***

Magnetic tags are used in bioassays such as protein and DNA purification and cell breakdown and separation. The chip demonstration provides a conceptual foundation for a more complex magnetic random access memory (MRAM) for molecular and cellular manipulation. For example, programmable microfluidic MRAM chips might simultaneously control a large number of beads, and the attached molecules or cells, to assemble "smart" tags with specified properties, such as an affinity for a given protein at a specific position in the array. NIST is also interested in developing cellular and molecular tags for magnetic resonance imaging (MRI) studies in which individual cells, such as cancer cells or stem cells, would be tagged with a smart magnetic biomarker that can be tracked remotely in an MRI scanner, Moreland says. Automated spin valve chips might also be used in portable instruments for rapid medical diagnosis or DNA sequencing.

The lead author of the new paper, Wendy Altman, did the research at NIST as a CU graduate student working on her doctoral thesis. Another author, Bruce Han, was a CU student in NIST's Summer Undergraduate Research Fellowship (SURF) program.

Microsoft's Andy Lees shows off Titan, Focus S, and Focus Flash

Straight out of AsiaD, we've got our first look at Mango's next three handsets: the HTC Titan, the Samsung Focus S (pictured above), and the Samsung Focus Flash. Well, not strictly first -- the Focus S has slipped out into the wild before, and we've already clashed with the Titan and the Radar Lees is showing off, but we're still happy to get a proper look at Sammy's new stars. The Focus siblings both outpace their older brother with matching 1.4GHz processors, but split the difference in screen size, with the Focus S brandishing a larger 4.3-inch Super AMOLED Plus display, and the Flash stepping down to a 3.7-inch plus-free Super AMOLED. Cameras? They've got 'em, an 8 megapixel peeper clings to the back of the Focus S, while the Flash retains its predecessor's 5 megapixel cam -- both slabs lay a happy claim to front-facing cameras. Further details are scarce -- we know that the Focus S measures in 8.55 millimeters at its thinnest point and promises "4G" speeds when it lands later this year, but when that might actually be is still a mystery. We'll let you know when we hear something. Check out the galleries below for a better look.

Report: US, Euro arms used against Arab protesters

(AP) ? The United States, Russia and many European countries that have supported the swell of protests across the Middle East and North Africa this year also supplied some of the weapons used against demonstrators, Amnesty International said in a new report Tuesday.

The report comes as the human rights group urges the U.S. Congress to block a $53 million proposed U.S. arms sale to Bahrain, where more than 30 people have been killed as the ruling Sunni Muslim monarchy has waged sweeping crackdowns against mostly Shiite Muslim protesters who have demanded greater rights.

The London-based group says its findings show the dangers involved in selling arms to repressive countries under a system that makes it difficult to tell who ends up with the weapons and how they are used.

"To the extent that arms transfers are knowingly engaged in and result in the perpetration of crimes against humanity, the transferring state also becomes responsible under international law," Sanjeev Bery, the group's Washington-based advocacy director for Middle East and North Africa, told The Associated Press.

Amnesty looked at arms transfers since 2005 to key countries rocked by protests this year: Egypt, Libya, Yemen, Syria and Bahrain. It found that the main suppliers of arms since 2005 were the U.S., Britain, Russia, Germany, Italy, France, Austria, Belgium, Bulgaria and the Czech Republic.

Amnesty said countries must tighten and increase transparency in arms export controls to avoid the risk that weapons will be used to violate human rights.

"It's precisely the wrong signal to send for the Obama administration to be on the verge of sending $53 million in weapons to a Bahrani king whose security forces have already been opening fire on peaceful protesters this year," Bery said.

In response, U.S. State Department spokesman Mark Toner said Tuesday that several procedural steps still remained before the U.S. could deliver the weapons to Bahrain. He noted the sale pertained to equipment for Bahrain's "external defense purposes" but conceded that several members of Congress were expressing concerns about the deal.

"We're going to continue to look at all the elements on the ground, including the human rights situation," Toner told reporters.

Toner declined to say if the deal could be ended by the Bahraini government's failure to implement reforms. But he said the U.S. would study an independent Bahraini report on alleged human rights violations expected to be released soon.

Britain's government last week announced plans to change arms export rules to include a mechanism allowing the immediate suspension of licenses to countries experiencing a sharp deterioration in security or stability.

"The Government is determined to learn the wider lessons of events in the Middle East and North Africa," Foreign Secretary William Hague told lawmakers in a written statement. The U.K. has said it reviewed and revoked dozens of licenses approving weapons sales to Libya, Bahrain, Tunisia and Egypt following protests in those countries.

Officials also defended current practice. "We do not export equipment where there is a clear risk it could be used for internal repression," a spokesperson for Britain's Department for Business, Innovation and Skills said on customary condition of anonymity.

The so-called Arab Spring protests across the region came largely as a surprise after, in many cases, decades of stagnant and repressive rule. After sometimes deadly crackdowns on protesters, some countries who have long supplied weapons suspended arms transfers to Egypt, Yemen, Bahrain and other states. The Amnesty report points out that the U.N. Security Council put an arms embargo on Libya and the European Union did the same against Syria.

Amnesty argues that the U.S. and others supplying weapons have long ignored the human rights violations under many of the regimes and shouldn't have sold them in the first place.

"The international community needs to know exactly what's being given to whom and exactly how it's being used," Bery said. "If not, the U.S. government should not be in the business of providing those specific weapons to begin with."

Baz Luhrmann's Great Gatsby Set for Christmas 2012

For Leonardo DiCaprio fans, it looks like Christmas has come early. Times two. Warner Bros. announced on Friday that 'The Great Gatsby,' with DiCaprio playing the lead role of Jay Gatsby, will arrive in theaters on Dec. 25, 2012 -- the same day that 'Django Unchained,' with DiCaprio co-starring as the villainous slave owner Calvin Candie, hits theaters. Totally reasonable planning, everyone!

To be fair, The Weinstein Company has had 'Unchained' set for next Christmas since June. The Quentin Tarantino-directed release is staffing up a major cast -- in addition to DiCaprio, the film co-stars Samuel L. Jackson, Christophe Waltz, Kurt Russell, Don Johnson and Jamie Foxx as the titular revenge-seeking slave -- and should start filming sometime this year.

Which is what makes this decision by Warner Bros. all the more curious. The studio already has a major December 2012 release lined up with the first half of Peter Jackson's two-part 'Hobbit' adventure; 'The Hobbit: An Unexpected Journey' hits theaters on Dec. 14, 2012. Not only that, but December 2012 is loaded with five other major releases: 'Les Miserables' (with potentially Hugh Jackman and Russell Crowe in lead roles), 'Great Hope Springs' (with Steve Carell and Meryl Streep), Judd Apatow's non-sequel sequel to 'Knocked Up,' Ang Lee's 'Life of Pi' and 'World War Z' with Brad Pitt all open between Dec. 7 and Dec. 25. Now 'The Great Gatsby' is going to slide in there to compete for holiday season movie dollars? Did director Baz Luhrmann have it in his contract that Warner Bros. must release his ambitious 3D re-imagining of 'The Great Gatsby' on Christmas?

Perhaps. As of now, both DiCaprio films will open together. Considering there's still 14 months before this potential pile-up actually happens, don't be surprised if that changes before actually happening.

Starring Tobey Maguire, Joel Edgerton, Carey Mulligan and Isla Fisher, 'The Great Gatsby' will hit theaters on Dec. 25, 2012.

A new study supports getting mammograms every other year instead of annually.

It finds that more than 60 percent of women who get tested each year for a decade will be called back at least once for extra tests that turn out not to show breast cancer.

Screening every other year, as a government task force recommends, drops this false alarm rate to 42 percent without a big risk of cancer being found at a late stage, the study suggests. Having your previous mammogram available for comparison to the new one cuts the chance of a false alarm in half.

The study appears in the Annals of Internal Medicine. It does not get into the debate over whether mammograms should start at age 40 or 50.

Perry: Creating jobs as easy as booting Obama (AP)

WEST MIFFLIN, Pa. ? Republican presidential candidate Rick Perry pledged Friday to expand energy production on federal lands, curb regulation and create some 1.2 million jobs in the process.

"We must get America working again and a big part of the solution is right under our feet and right off our coasts," the Texas governor said at a Pittsburgh area steel plant. "Creating jobs in America is as simple as changing presidents and that is the choice facing America."

Perry's speech on a "pro-American, pro-jobs energy policy" comes as his campaign tries to move beyond some early bumps and his momentum seems to have slowed. Shaky debate performances took some of the luster off his campaign, and as voters got to know details of his record they seemed to sour on yet another GOP contender who was, at one point, an instant front-runner.

Perry hoped to calm those jitters with Friday's speech at a U.S. Steel plant that produces sheet metal used to make household appliances. While echoing the popular-with-Republicans call for increased drilling on federal lands, he also cast voters' choice in 2012 as a referendum on President Barack Obama.

"When it comes to energy, the president would kill domestic jobs through aggressive regulations while I would unleash 1.2 million American jobs through safe-and-aggressive energy exploration at home," Perry said. "President Obama would keep us more dependent on hostile sources of foreign energy, while my plan would make us more secure by tapping America's true energy potential."

But Perry's speech did not mention that it can be years between when drilling begins for new energy sources and a significant number of jobs can be created.

With a nod to a capital locked in partisan fights, Perry promised Congress would play only a small part in his plan.

"It can be implemented quicker and free of Washington gridlock because most of it does not require congressional action," Perry said. "Through a series of executive orders and other executive actions we will begin the process of creating jobs soon after the inauguration of a new president."

And, he promised, it would come quickly: within the first hundred days of his administration.

"We're standing on top of the next American economic boom. It's the energy that's under this country."

Perry also spoke in support of the proposed Keystone XL pipeline that is under review at the State Department.

"It's either going to go west to China or south to America. I know where I want it to go," Perry said.

The 1,700-mile pipeline, which would travel through Montana, South Dakota, Nebraska, Kansas and Oklahoma and end on the Texas Gulf Coast, would carry an estimated 700,000 barrels of oil a day, doubling the capacity of an existing pipeline from Canada. Supporters say it could significantly reduce U.S. dependence on Middle Eastern oil.

The project has become a flashpoint for environmental groups who say it would bring "dirty oil" that requires huge amounts of energy to extract and could cause an ecological disaster in case of a spill.

"The quickest way to give our economy a shot in the arm is to deploy American ingenuity to tap American energy. But we can only do that if environmental bureaucrats are told to stand down," Perry said.

The governor entered the presidential campaign in August and has spent much of the time since then talking in generalities and discussing his time as governor of Texas, a period in which jobs were created amid a recession. He boasts of his decade of leading Texas and credits the state's low level of regulation for helping it fare better than most.

Yet Perry's rivals have been relentless in calling for specifics.

Mitt Romney, who released a 160-page economic policy proposal, has hammered Perry particularly hard. Romney's aides released a 114-page document titled "Rick Perry's Plan To Get America Working Again." Inside, there were 103 blank pages.

"Mitt has had six years to be working on a plan," Perry said earlier this week when asked during a debate when he would offer specifics. "I have been in this for about eight weeks."

Perry's plan was certain to find fans among many conservatives, whose support he must recapture if his presidential plan is to succeed.

In his plan, Perry called for:

? Allowing increased energy production on federal land, including Alaska's Arctic National Wildlife Refuge.

? Changing the public's view of the nation's abundance of coal. "America is the Saudi Arabia of coal," he said.

? Increasing off-shore drilling in the Gulf of Mexico and the Atlantic Ocean.

? Reviewing the Environmental Protect Agency's air quality regulations and taking away its oversight of greenhouse gas emission regulation he called "draconian."

? Forcing advocacy groups to sue the government by taking away agencies' ability to compromise.

? Maintaining a ban on drilling in Florida's Everglades.

"The American economy shouldn't be beaten into the ground when ... lower energy costs lie right under our soil," Perry said.
