CHC chair Gonzalez to retire (Politico)

Texas Rep. Charlie Gonzalez, chairman of the Congressional Hispanic Caucus, will forego reelection in 2012, he announced Friday.

"I still find the job hugely rewarding, but the demands pull me somewhere else," Gonzalez told the San Antonio Express-News. "I've been in Congress for 14 years and I want to do something else ? what that is I really don't know. But financially I would like to be productive and have the resources to make a better life."

Gonzalez, a seven-term Democrat, is slated to hold a Saturday press conference in San Antonio to discuss his decision, according to his office.

Gonzalez becomes the 17th House Democrat to announce he will not seek reelection. Seven House Republicans will not seek another term in 2012.

His exit marks the end of an era: a Gonzalez family member has held a seat in the House for more than five decades, and the Gonzalez name is a staple in the San Antonio political world. In 1999, Gonzalez, a former district court judge, succeeded his father, former Rep. Henry Gonzalez, who began his congressional tenure in 1961.

Democrats familiar with Gonzalez's decision say they expect the retirement will have an electoral ripple effect. State Rep. Joaquin Castro will likely run for the seat and former Rep. Ciro Rodriguez is expected to run for a nearby district. The filing period for candidates to declare their intentions to run for Congress in Texas opens on Monday.

Gonzalez's decision comes amid high tensions surrounding the state's redistricting process. On Wednesday, a San Antonio-based federal court released a proposed interim congressional map that would position Democrats to gain as many as three seats in the state. The court was tasked with drawing an interim congressional map while a Republican-drawn plan, approved by the state Legislature earlier this year, is in limbo in a Washington, D.C. court over whether it dilutes minority voting strength.

Republicans have complained bitterly about the proposed map, alleging it favors Democrats. On Friday, the San Antonio court denied a request from state Attorney General Greg Abbott, a Republican, to stay the interim plan. Abbott immediately announced that he would appeal the decision to the U.S. Supreme Court.

Under the court's proposed map, Gonzalez would have been able to run for an eighth term in a San Antonio-area district that strongly favored a Democrat.

His decision might come as a surprise to some. Gonzalez raised more than $136,000 in the third quarter ? a decent sum that does not typically indicate an impending retirement.

Public restrooms ripe with bacteria, study says

Everyone wonders what bugs might be lurking in public bathrooms. Now researchers are using novel genetic sequencing methods to answer this question, revealing a plethora of bacteria all around, from the doors and the floors to the faucet handles and toilet seats, with potential public health implications, as reported Nov. 23 in the online journal PLoS ONE.

Led by Gilberto Flores and Noah Fierer of the University of Colorado, Boulder, the researchers investigated 12 public restrooms, 6 male and 6 female, in Colorado. Using a high-throughput genetic sequencing technique, they identified various bacteria on all the surfaces they tested. The floor had the most diverse bacterial community, and human skin was the primary source of bacteria on all surfaces. Interestingly, there were a few differences between the bacteria found in the male versus female bathrooms.

The sequencing approach they used also allowed them to determine the source of the bacteria they identified, including skin, soil, and urine. This methodology, according to the authors, could potentially help "analyze bathroom bacterial communities to identify proper (or improper) hygiene habitats, and that the exchange of bacteria on building surfaces may represent an important mode of pathogen transmission between individuals."

(AP) ? Nicholas Mackara isn't about to drive over to his parents' house for Thanksgiving to sit down to a dish of some fancy homemade cranberry sauce that Martha Stewart might serve. He's so determined that his cranberry sauce come from a can that he assigns himself the job of bringing it.

It's a thing of beauty on his holiday table, a log-shaped gelatinous roll with ridges that signal to purists like himself that no one is trying to put an imposter on the menu.

"I think the ridges are the most important part," said the 21-year-old resident of Clementon, N.J. "Then you know it definitely came from a can and our mom didn't make her own (cranberry) sauce and put it in a cylinder shape before we got there."

If Thanksgiving is a time for a family meal, it's also a time for a recurring debate: Should the sauce come from the can or a time-honored family recipe? Though it's impossible to tell how many others have drawn that line in the stuffing over this Thanksgiving staple the way Mackara has, it's clear he's got a lot of company. Ocean Spray, the nation's largest producer of cranberry sauce, reports that of the 86.4 million cans it sells a year, 72 million of them are sold between September and the end of December.

On Facebook, groups devoted to canned cranberry sauce have popped up ? from the one Mackara and a friend, Alexandra Shephard, launched a few years back called "Cranberry Sauce in the shape of the can makes my Thanksgiving" to "When Cranberry Sauce comes out of the can with ridges." There's also one called "Cranberry Sauce is only good if it's in the shape of a can," which includes the motto: "If it ain't from a can, it's garbage."

In an era where there are television networks devoted to home cooking and dietitians warn against the dangers of processed foods, the love of canned cranberry can seem like a bit of a dietary discord. Devotees of canned cranberry sauce say the reasons begin and end with the past, and that the sight of the glistening can-shaped tube of jelly conjures up memories of Thanksgiving meals of long ago.

"It looks like a log of happiness," said Shannon Ervin, a 24-year-old mother of three in Harahan, La., who can't remember a Thanksgiving when canned cranberry sauce wasn't served.

Sandy Oliver, a food historian, said it would be hard to overstate the importance of canned cranberry sauce to some families, particularly for a holiday in which even the slightest change in the menu is viewed as a treasonous offense.

"You don't mess with Thanksgiving," said Oliver, co-author of "Giving Thanks: Thanksgiving Recipes and History, from Pilgrims to Pumpkin Pie." "If you grew up with canned cranberry sauce on Thanksgiving, that is what will taste right for you at the table and if you do something else it is going to be at variance with your childhood memory."

As a result, normally sophisticated eaters load up their plates with the same green bean casseroles, Jell-O salad ? heavy on the mini marshmallows ? and the white bread stuffing their parents piled on their plates when they were busy kicking their brothers and sisters under the table.

"My aunt one year brought over the homemade kind and nobody but her ate it," said Heather Hoffman, a 24-year-old Chicago teacher, who has had canned cranberry sauce since her grandmother served it when she was a little girl.

Robert Sietsema has heard those kinds of comments before. The New York writer recently included canned cranberry sauce among his five worst Thanksgiving dishes for a blog on the Village Voice and can't believe anybody would eat canned cranberry sauce if they didn't have to.

"I hate it, it's just awful," said Sietsema. "To begin with, nobody eats things from cans any more if they can afford not to." Especially, he says if it's "some kind of freak Jell-O."

Maybe so. But Alexandra Shephard arrived at her parents' house in Williamsburg, Va. from her home in Orlando, Fla., this week fully expecting the familiar sight of cranberry sauce sliding from the can to a dish.

"I remember how intrigued I was at the lump of red jelly stuff that retained the shape of a can," said Shephard, who started the Facebook page with Mackara a couple years back. "I don't remember actually eating it (but) I remember it was always at the table."

Her father, she said, would only eat the canned sauce so eventually she got her courage up and tried homemade cranberry sauce even though she knew she didn't like the taste of the bitter little red berries. And she liked them, precisely because it didn't taste like cranberries.

She looks at it as a feat of engineering that the can-shaped sauce can keep its figure for hours. And she eats it because, just as Oliver suggested, she likes the uncranberryness of sauce, from the texture to the sweet taste.

For Bruce Scheonberger, presentation is everything. That helps explain why the 54-year-old Toledo attorney was eager to share a technique that ensures the cranberry sauce he puts on the table this Thanksgiving will look exactly the same as it always has.

After completely opening one end of the can, he makes a small opening in the other end. "You blow in it gently and it slides out and retains all of its ridges," he said. "I have it sitting straight up like a can."

(AP) ? Fred Jackson will miss the rest of the year with a broken bone in his lower right leg, an injury that could derail Buffalo's once-promising season.

The team placed Jackson on injured reserve Wednesday, hours after Bills coach Chan Gailey said the running back wouldn't play Sunday in a pivotal game against the New York Jets.

"That's disappointing news for our team and certainly for Fred," Gailey said in a statement released by the team. "He was having a great year. The process for Fred to return to the field would most likely take him through the end of the season, so we have made the difficult decision to place him on injured reserve."

Jackson's best season was cut short after he was hurt in Sunday's blowout loss to the Miami Dolphins. Now, the Bills (5-5) will face the challenge of trying to erase an 11-year playoff drought without their most explosive offensive threat.

"If you've got a professional football team that's in the hunt and I've got to go give them some kind of talk to keep them motivated, we're in trouble," Gailey said. "My feeling is that if you've got a team that is that fragile, you're in trouble. I believe we have guys that understand about fighting through tough times and fighting through adversity."

Jackson's absence is a significant blow to a Bills team that has dropped three straight by a combined score of 106-26.

"It's tough not having Fred out there on the field," quarterback Ryan Fitzpatrick said. "We know where his heart is, and where his mind's going to be ... with us."

Duplicating Jackson's production will be nearly impossible. Entering the Dolphins game he led the NFL in rushing, and his 1,376 yards from scrimmage through 10 games ranks behind only Chicago's Matt Forte (1,391).

"He's Mr. Everything," Bills receiver David Nelson said.

With Jackson out, the spotlight will be on his backup, second-year running back C.J. Spiller.

Spiller has not been the dynamic threat the Bills envisioned when they selected him with the ninth overall pick in the 2010 draft. He's carried the ball just 21 times for 115 yards, and made 15 catches for a mere 82 yards this season.

"You're excited, but at the same time you're sad because one of our great players on this team is out," Spiller said. "I've got to step up."

Despite the insertion of Spiller, Gailey said he's not anticipating a big change in offensive philosophy.

"You've got 10 other guys that have been doing things, you can't change everything they've been doing, and you don't want to," Gailey said. "You want to let C.J. go in and do what he does best and give him an opportunity to make plays. He gets his chance now. He's probably looking forward to it and so are we."

But even with Jackson, the Bills have struggled during a three-game skid that has all but erased the memories of an electrifying 4-1 start. The offense averaged nearly 33 points in the first five games, but hasn't been close to that type of production since, scoring just 73 points over the last five.

The blame can be evenly passed around, from an offensive line that has failed to overcome some key injuries to Fitzpatrick's suddenly erratic throws. The slip-up has caught top receiver Stevie Johnson off guard.

"Yeah, it has because when you could move the ball so easy and when you feel like everything's sharp, and the past few weeks it's like, 'How can we get a first down?'" said Johnson, who has been held to seven receptions over the past three games after compiling 39 catches in the first seven contests. "I can't say it hasn't shocked me, because it has."

Fitzpatrick also acknowledged the slide has come as a surprise.

"It's something that we're looking to stop," he said. "We're trying to figure out some answers, and looking to see some results this week. We're going to have to have some guys break some tackles, and we have to have some of those superhuman plays in order to get some big plays."

But the task will be daunting without Jackson, who ranks third in the league in rushing with 934 yards.

"Knowing Fred, he's the kind of guy that you can always count on," Fitzpatrick said. "But C.J.'s going to get some looks and we'll see what we have on Sunday."

NOTES: To help offset the loss of Jackson, Buffalo signed running back Tashard Choice. He was released by Washington on Tuesday after starting the season with Dallas. ... Johnson (shoulder), Nelson (illness), receiver Naaman Roosevelt (shoulder) and starting safety George Wilson (neck) didn't practice Wednesday. ... Fitzpatrick has had little success in his career against the Jets. He's completed just 47.5 percent of his passes, and thrown four touchdowns and four interceptions in going 1-4 against them since 2008. ... After Andy Levitre struggled replacing the injured Eric Wood at center against the Dolphins, Kraig Urbik will be moved to center this week. Levitre will be back at his normal left guard position. ... The Bills and Jets have split the season series seven times since 2000. New York's win in the first meeting this year launched Buffalo's current three-game losing streak.

Economy could suffer if tax cut, jobless aid end (AP)

WASHINGTON ? A tax cut that reaches 160 million Americans and government aid for the long-term unemployed will expire at the end of the year ? sucking $165 billion out of the economy next year ? unless Congress takes action.

Economists hoped the so-called congressional supercommittee would decide whether to extend both measures. But the committee couldn't even agree on how to reach its main goal, cutting $1.2 trillion from the federal budget deficit.

If the tax cut goes away, the average family would pay about $1,000 more in taxes next year, the equivalent of an extra tank of gas every two weeks. Someone earning $100,000 would pay $2,000 more.

And if long-term unemployment benefits are allowed to expire, about 6 million people would lose weekly checks averaging about $300. For most of the long-term unemployed, that is their main source of income.

"There's an awful lot of uncertainty ahead," said Michael Hanson, senior U.S. economist at Bank of America Merrill Lynch.

Both changes would leave Americans with an estimated $165 billion less to spend. The Federal Reserve expects the economy to grow only 2.7 percent next year, and economists say the expiration of the two programs could reduce growth by a full percentage point.

The government said Tuesday that the economy grew at a 2 percent rate in July, August and September, down from earlier estimates of 2.5 percent.

To bring unemployment down significantly, the economy has to grow more than twice as fast as it grew this summer.

Congress could extend the tax cut and unemployment benefits when it returns from Thanksgiving recess next week. But the same partisan philosophical differences that sank the supercommittee could complicate the debate.

At the same time, Congress may be unwilling to force what is essentially a tax increase on tens of millions of Americans just as an election year begins.

Both measures were part of a deal struck in December 2010 by President Barack Obama and Republicans in Congress.

The cut applies to the tax that pays for Social Security. The tax applies to the first $106,800 a person makes in a year. The deal lowered the rate paid by individuals to 4.2 percent from 6.2 percent for this year. Companies also pay a 6.2 rate on their payroll.

Some Republicans have indicated they could support extending the tax cut, but there would almost certainly be a fight over how to pay for it. Without spending cuts or other tax increases, renewing the Social Security tax cut would swell the deficit.

Obama, as part of his jobs bill in September, Obama proposed lowering the rate further, to 3.1 percent, and cutting the employer portion to 3.1 percent up to the first $5 million on their payrolls.

Cuts at that level would pump almost $250 billion more into the economy compared with last year, when individuals and employers both paid the 6.2 percent rate.

Obama, speaking Tuesday in New Hampshire, urged Republicans to continue the tax break.

"Don't be a Grinch," the president said. "Don't vote to raise taxes on working Americans during the holidays."

On Monday, White House press secretary Jay Carney suggested that renewing or deepening the tax cut could be paid for by raising taxes on the wealthy. Republicans have refused to consider doing so.

Most states provide up to 26 weeks of unemployment benefits. The deal extended benefits to up to 99 weeks in states with the highest unemployment rates.

Unless that is renewed, almost 2.2 million people out of work will lose benefits by the first week in February. About 6 million people would lose weekly benefits by the end of the year.

Just the uncertainty of not knowing what Congress will do could cause businesses to hold back on hiring and investment, and therefore drag down economic growth, Hanson said.

Most economists would like to see lower budget deficits, but most would like the government to reduce the deficit gradually, to avoid hurting the weak economy. And they would all prefer robust economic growth to solve the problem.

The supercommittee's failure triggers $1 trillion in automatic cuts in government spending beginning in 2013. Congress could undo them, but then credit rating agencies might downgrade the government's long-term debt, as Standard & Poor's did in August.

An even bigger hurdle looms at the end of 2012. That's when the tax cuts passed during the Bush administration are set to expire. Losing those tax cuts would cost taxpayers up to an additional $4 trillion over 10 years.

Combined, all those factors would reduce growth in 2013 by between 1.5 and 3.5 percentage points, Douglas Elmendorf, director of the Congressional Budget Office, estimated last week.

Arizona plans to hire former Michigan coach Rich Rodriguez to take over a program that has never played in the Rose Bowl, and has been mired in mediocrity for most of the past decade

A person familiar with the decision told The Associated Press on Monday that Rodriguez's hiring was "pretty much" done.

The person spoke on condition of anonymity because contract details were still being finalized and no official announcement was immediately planned.

Arizona spokesman Tom Duddleston said he had no information on a hiring and Athletic Director Greg Byrne did not immediately return phone messages.

Arizona fired coach Mike Stoops last month after he went 41-50 in seven-plus seasons at the Pac-12 school. The Wildcats have not won more than eight games in a season since going 12-1 in 1998 under Dick Tomey.

Rodriguez will try to change that with a fast-paced, spread attack that has produced prolific offenses everywhere he has coached.

But that wasn't enough in Ann Arbor.

He was fired by Michigan after last season, following three turbulent years. He went 15-22 with the Wolverines and the program was cited for rules violations by the NCAA during his tenure.

His last Michigan team went 7-6 ? his only winning season there ? but set numerous school records on the offensive side of the ball behind speedy quarterback Denard Robinson. And the team Rodriguez left behind for new Michigan coach Brady Hoke is 9-2 going into Saturday's game against Ohio State.

Before taking over the Wolverines, Rodriguez guided West Virginia to two BCS appearances.

Considered one of the pioneers of the spread offenses that have become so popular all over college football, Rodriguez went 60-26 in seven seasons at West Virginia.

With quarterback Pat White and running back Steve Slaton leading the way, the Mountaineers won the 2006 Sugar Bowl against Georgia and were a victory away from playing for the BCS championship in 2007. That opportunity slipped away when West Virginia was upset at home by Pittsburgh, and the loss set off the events that led to Rodriguez becoming Michigan's coach.

It was a messy divorce between West Virginia and Rodriguez. The school sued him to collect on the $4 million buyout clause in his contract, a lawsuit that was eventually settled.

Rodriguez has been working as an analyst for CBS Sports Network this year, but had made it clear he wanted to get back into coaching as soon as possible.

Byrne, in his second year as AD at Arizona, fired Stoops on Oct. 10, two days after the Wildcats lost to Oregon State 37-27.

The team was 1-5 at the time with the only victory over FCS member Northern Arizona. The Wildcats had lost 10 straight to FBS schools.

After five seasons of building the program, Stoops seemed to have the Wildcats back among the top teams in the Pac-10, leading them to a pair of eight-win seasons and trips to the 2008 Las Vegas Bowl and the Holiday Bowl the next year.

Arizona seemed poised to become one of the nation's elite teams by cracking the top 10 and opening 7-1 last season, igniting hope that the Wildcats could end their run as the only school from the league's Pac-10 days to not play in the Rose Bowl.

Then things started to fall apart.

The Wildcats lost their last five games in 2010, including a 36-10 blowout by Oklahoma State in the Alamo Bowl that came on the heels of a 35-0 rout by Nebraska in the Holiday Bowl the year before.

Stoops' contract ran through 2013 under an extension granted in 2008, and Byrne has said the buyout for the remainder of it will be about $1.4 million.

Stoops was 27-38 in conference games.

Defensive coordinator Tim Kish took over as interim coach and the team won two Pac-12 games, over UCLA and last Saturday 31-27 over rival Arizona State. The Wildcats (3-8) conclude their season Saturday at home against Louisiana-Lafayette.

'Dark Knight Rises': Why We're Finally Excited

New details about the film reveal an actual movie in this edition of The Weekly Rising.

Empire has just unleashed a mountain of awesomeness. Beyond the cover photos, we now have plot details, a description of Bane's character (hint: it involves crushing skulls) and a confirmation of the content of the prologue.

You decided, and the votes have been counted. Empire revealed Bane as the first of their two "Dark Knight Rises" covers, and we all got to see Tom Hardy in his evil asthmatic getup straight on for the first time.

It wasn't anything we couldn't have extrapolated from what we've already seen of him, but there is something to be said about looking at an almost unrecognizable Hardy face-to-face. It's like seeing him from his days in "Bronson" (which, if you haven't seen, do so immediately), but even crazier, and that's saying something.

This really is an entirely different look at Bane than we've seen before. If you were like me and gave your computer screen a serious "huh?" when you heard about the casting news, this picture puts to rest any idea that the Bane of the Schumacher Bat-verse is dead and buried.

Hardy and Nolan's Bane is dark, scary and might need some Proactiv Solution Deep Cleansing body wash for whatever is happening on his shoulder. (This edition of The Weekly Rising is brought you to by Proactiv.)

It's difficult not to reminisce about the now-iconic Empire cover with a smirking Heath Ledger as the Joker, one of the best early looks we got at his character. The image of Bane doesn't quite measure up for several reasons — the main being that it's Bane we're talking about here — but seeing "The Dark Knight Rises" promoted in any way like "The Dark Knight" was and is always welcome.

We do have to pause and give the Batman some credit. Bane may have beaten him in the polls, but the reveal of the second-place picture brought more surprise than the Bane image, which we've more or less seen in the deluge of spy photos from the set. The Batman cover shows as the Caped Crusader we all need but don't deserve, and he's packing more heat than we expected.

Mild Spoilers Ahead The big question emerging from these photos will be, "What the hell is that thing Batman's holding?" Any kind of speculation would be completely arbitrary and meaningless at this point, so let's guess what it is. In photos from the set down on Wall Street, we've seen a large timed device that looks like near-future technology, somewhat on par with what we've already seen from the Nolan Batman films. The gun may work to counteract that tech or it could be just a new weapon. Like I said, speculation is meaningless. End Spoilers

Secrets about the film lay inside Empire, and I won't get into them here. The issue hits newsstands on November 24 and details have already begun to trickle out, but I feel the new info means a lot more than just secrets revealed.

What the new issue of Empire does with its set visit and plot details is give us an actual sense that "The Dark Knight Rises" is a film and not just a series of set photos. There is a real story here, and it looks like Nolan is once again doing something unexpected with this story. Every new bit of information inspires excitement beyond what any spy photos or videos could. Nolan and company plan to end their story of Bruce Wayne and the Batman in a way that is final and true to the vision they've explored in two films thus far. This is incredibly exciting stuff.

For the first time, the news about "The Dark Knight Rises" signals what Nolan hopes to do with the film: complete a trilogy. The scraps of news and rumors from the set we've had to chew on so far have trivialized what's really going on here. It is not about Catwoman's ear, Bane's fur coat or the Batwing. The new information from Empire finally gave us an idea of what we can expect from the two hours we'll all spend in the dark this coming July.

Netflix, Fox ready to resurrect Arrested Development as a streaming exclusive in 2013

The Bluth family has been off TV since Arrested Development was cancelled by Fox back in 2006, but after protracted rumors and a reported bidding war the show is ready to return as a Netflix-exclusive series. New episodes should be available in the first half of 2013 and represent another serious push into original content after Netflix signed up House of Cards, which will debut next year. The details are in the press release after the break, including interesting quotes from Fox execs celebrating this "new business model" allowing them to bring back another show, after Family Guy and Futurama made similar trips back from the dead with great success. After a summer of price hikes, cancellations, and Qwikster PR gaffes, this should bring back goodwill at least from fans of this show, and likely heat up the campaigns to save other gone-too-soon TV shows. So what's next to get the Flatliners treatment? Firefly? Terminator: The Sarah Connor Chronicles? Dollhouse? Community (six seasons and a movie!)?

Vienna Girardi and Kasey Kahl: It's Over!


Vienna Girardi and Kasey Kahl, rejects from The Bachelor and Bachelorette who teamed up on Bachelor Pad and in life, have ended their relationship.

"Yes vienna and I have split. It's been 5 weeks now. I can't fake it anymore. I will always love, be there for her, and wish her the best," Kahl Tweeted.

"@KaseyRKahl will always be my best friend, but we have split. No idea what the future holds for us but we will always remain friends," Girardi said.

Girardi briefly became engaged to Jake Pavelka on The Bachelor but things quickly went south and culminated in an ugly, televised break-up interview.

Kahl wooed Ali Fedotowsky on The Bachelorette with song, and had his lame ass catch phrase, "guard and protect your heart," tattooed on his wrist.

Ali was unimpressed, but he won over Vienna Girardi, who he teamed with on Bachelor Pad. There, Kasey set out to "mentally beat the $h!t out of Jake."

That didn't really work out either. While they quickly became the power couple to beat, Holly Durst and Michael Stagliano prevailed in the show's finale.

We wish Kasey and Vienna the best in their future endeavors. Endeavors which, hopefully, never require us to post about the douche-tastic pair again.

TransCanada, Nebraska to work on new Keystone route (Reuters)

LINCOLN, Neb (Reuters) ? Nebraska and TransCanada Corp agreed on Monday to find a new route for the stalled Keystone XL pipeline that would steer clear of environmentally sensitive lands in the state.

Under pressure from green groups, the U.S. State Department last week ordered the company to find a new route for the line in a decision that set back the $7 billion, Canada-to-Texas pipeline by more than a year.

The pipeline would deliver 700,000 barrels a day of crude from Alberta's oil sands to Texas refineries. But environmentalists strongly oppose the project, because of the route, concerns about spills and carbon emissions from production of oil sands crude.

In the deal with Nebraska, the state would pay for the new studies to find a route that would avoid the Sandhills region and the Ogallala aquifer, which provides water for millions in the area.

"I believe we will put the routing issue completely behind us," said Alex Pourbaix, TransCanada's president of Energy and Oil Pipelines. "We have heard and we have listened to the people of the Sandhills."

The agreement will not change the timeline for a federal review, said a spokesman for the U.S. State Department, which has final approval for the project because it crosses an international border.

"Nothing has changed in the process since last Thursday's announcement as any new proposed routes will be subject to the thorough, rigorous and transparent review process we have undertaken throughout," said Mark Toner, deputy spokesman for the department.

"Given the process, we cannot provide a specific end-date, other than to say that based on the total mileage of potential alternative routes that would need to be reviewed, we anticipate the evaluation could conclude as early as first quarter of 2013," Toner said.

That means the Obama Administration will likely not have to deal with the politically charged issue until after the 2012 election.

Nebraska state legislators will vote on the deal on Tuesday, Mike Flood, the legislature's speaker said.

"TransCanada is willing to consider a route that sites the pipeline out of the Sand Hills," said Flood. "This is our land. These are our people. We will pay for this. It's the right thing to do."

In Washington to lobby for Keystone, Alberta Premier Alison Redford said the announcement was "good news."

"It's something I can be more optimistic about now than I could have been this morning," said Redford, emerging from a meeting with House Speaker John Boehner.

But the Republican chairman of the House Energy and Commerce committee, who was part of the meeting in Boehner's office, was less optimistic the deal could lead to a quicker decision.

"If they look at rerouting, that takes a long time," committee chairman Fred Upton said.

Justin Timberlake attends Va. Marine Corps Ball (AP)

RICHMOND, Va. ? Justin Timberlake followed through on a promise to take a marine to her unit's annual ball.

The singer and actor posted a photo along with a letter on his website Sunday that the Marine Corps Ball in Richmond, Va., was "one of the most moving evenings I've ever had."

Cpl. Kelsey De Santis had invited Timberlake through a YouTube video to Saturday night's event and Timberlake accepted. WTVR-TV (http://bit.ly/uD4sKV) reports Timberlake wore a tuxedo to the ball at the Greater Richmond Convention Center.

Timberlake's "Friends With Benefits" co-star, Mila Kunis, earlier this year accepted a similar invitation to a Marine Corps Ball in Greenville, N.C.

Anna Kournikova lasted about as long on The Biggest Loser as a guy would last in bed with this beaut... nevermind.

The point is: Kournikova will not be returning for a second season of the weight loss competition.

According to The Hollywood Reporter, the former tennis player was a "nightmare," often clashing with contestants and never relating to their struggles.

Kournikova's rep, of course, denies that his client was fired, while the blonde bombshell has released the following statement:

"I enjoyed my time on the Biggest Loser ranch. Although I will not be returning as a full time trainer on season 13, I will always be a part of The Biggest Loser family and my commitment to bettering lives through health and fitness will continue."

Palestinians will keep knocking on U.N.'s door (Reuters)

RAMALLAH, West Bank (Reuters) ? The Palestine Liberation Organization (PLO) Tuesday endorsed a decision by President Mahmoud Abbas to request a United Nations Security Council vote on a resolution recognizing a Palestinian state, even though it is destined to fail.

The endorsement came at a meeting in Ramallah of the PLO executive committee, the highest Palestinian authority, which set aside the alternative of asking the U.N. General Assembly to upgrade Palestine's U.N. status short of full membership.

It did not say when a Council vote would be requested.

"The Executive committee stresses the necessity to continue working with the Security Council to pursue the cause of achieving the full membership of Palestine," an official statement said.

It backed Abbas's decision not to go to the General Assembly at this stage, while keeping all options open.

Abbas is seeking statehood for Palestinians without waiting any longer for a breakthrough in negotiations with Israel on a peace treaty to end the 63-year-old Middle East conflict.

The Palestinians say they have been patient for 20 years of futile talks. But Israel and its main ally the United States have warned Abbas that only a peace treaty can establish a universally recognized Palestinian state.

The issue has split the Security Council.

Diplomats say Russia, China, Lebanon, Brazil, India, South Africa and probably Gabon and Nigeria would support the Palestinians. The United States would vote against and Britain, France, Germany, Portugal, Colombia and Bosnia would likely abstain, with Germany possibly voting against.

The makeup of the Council will be different in the New Year, when five seats change hands.

"Our strategy now is to continue knocking on the door of the Security Council and not other doors," Foreign Minister Reyad Al-Malki told Voice of Palestine radio Tuesday.

NO VETO REQUIRED

The United Nations currently considers Palestine an observer "entity." Abbas applied on September 23 for full U.N. membership for a Palestinian state in the West Bank and the Gaza Strip, with East Jerusalem as its capital.

He passed up the less ambitious but more promising option of asking the General Assembly to upgrade Palestine to an observer "non-member state" like the Vatican.

U.S. President Barack Obama warned he would veto a Security Council resolution backing Palestinian statehood. But no U.S. veto will in fact be necessary when it comes to a vote, because Abbas lacks support from at least 9 of the 15 Security Council members needed to pass a resolution and force Obama's hand.

Middle East peace talks have been suspended for more than a year. Abbas refuses to negotiate while Israel goes on building settlements on occupied West Bank and east Jerusalem land, and Israel refuses to halt its settlement construction.

Abbas' drive for recognition regardless of the peace process scored a victory two weeks ago, when 103 states at the U.N. cultural agency UNESCO voted to upgrade the Palestinians to full membership status.

The UNESCO success is costing the Palestinian Authority about $100 million per month in lost revenues, following Israel's decision to freeze transfer of the tax revenues and customs duties it collects on its behalf.

Kemp, Ellsbury lead contenders from an action-packed season

Two pitching Triple Crowns, one offensive near-Triple Crown and the question of whether a pitcher should win an MVP award come to the forefront as the annual Baseball Writers Association of America announces its awards. One opinion on the ballots:

National League MVP
1. Matt Kemp, Los Angeles
; 2. Ryan Braun, Milwaukee; 3. Prince Fielder, Milwaukee; 4. Jose Reyes, New York; 5. Albert Pujols, St. Louis; 6. Troy Tulowitzki, Colorado; 7. Joey Votto, Cincinnati; 8. Justin Upton, Arizona; 9. Brandon Phillips, Cincinnati; 10. Lance Berkman, St. Louis

The hardware should be piling up for Kemp after winning NL home run and RBI titles and missing the batting title by 13 points and a 40-homer/40-steal season by only one home run. He's already won Silver Slugger and Gold Glove awards.

In very similar offensive seasons, Braun trailed Kemp by six homers, six runs scored and seven stolen bases, but topped the Dodgers slugger for the league lead in slugging percentage and OPS.

Fielder's power and presence were a huge part of the Brewers' run to the NLCS, and he admirably handled the potential controversy of playing his final season in Milwaukee.

Reyes picked the right time to stay healthy and put together a big season complete with a batting title, 16 triples and 39 steals. Now he'll get paid big in free agency.

The Cardinals' unexpected late run to the playoffs was fueled by Pujols' big finish. Tulowitzki's power and Gold Glove defense combination are unmatched at shortstop.

American League MVP
1. Jacoby Ellsbury, Boston
; 2. Jose Bautista, Toronto; 3. Adrian Gonzalez, Boston; 4. Miguel Cabrera, Detroit; 5. Justin Verlander, Detroit; 6. Robinson Cano, New York; Detroit; 7. Curtis Granderson, New York; 8. Michael Young, Texas; 9. Dustin Pedroia, Boston; 10, Paul Konerko, Chicago

There have been years when a pitcher, even a closer, deservedly has won the MVP award. But those occurred when there wasn't a dominant offensive player, and that's not the case at all here.

In fact, the numbers of the AL's top four hitters are remarkable ? all good enough to win MVP honors in other seasons. So while Verlander will get his share of the MVP votes, and already has won one player-of-the-year award, he's not on top of this ballot.

The Red Sox's collapse could cost Ellsbury the MVP honor, but he already has won a Silver Slugger, a Gold Glove and a comeback player of the year award. He led the league with 364 total bases, batted .321 with 212 hits, stole 39 bases, hit 32 homers and drove in 105 runs. What more can a guy do?

Bautista's league leads in OPS, slugging percentage and walks were sizable, he finished at .302/43/105 and, oh by the way, is a plus defender at third base and right field.

The only significant difference between Gonzalez and Cabrera was the former's Gold Glove defense.

NL Cy Young Award
1. Clayton Kershaw, Los Angeles
; 2. Roy Halladay, Philadelphia; 3. Cliff Lee, Philadelphia

Kershaw's Triple Crown ? 21 wins, 2.28 ERA, 248 strikeouts ? makes this a relatively easy call, even though his margins of victory were slim. And that speaks to the great seasons of Halladay and Lee, as well as Arizona's Ian Kennedy. Kershaw also led NL starters in opponents' batting average (.207) and WHIP (0.98).

Halladay led with eight complete games and walked only 35 in 233.2 innings. Lee led the majors with six complete-game shutouts. Kennedy led the NL in winning percentage (.840) and tied Kershaw's victory total.

AL Cy Young Award
1. Justin Verlander, Detroit
; 2. Jered Weaver, Los Angeles; 3. James Shields, Tampa Bay

A no-brainer, as Verlander's season will earn him serious MVP consideration as well. Besides winning a Triple Crown (24 wins, 2.40 ERA, 251 IP), Verlander also led in opponents' batting average and WHIP.

Weaver's ERA was only .01 higher than Verlander's, and he was second in WHIP and fourth in opponents' batting average.

Shields' 11 complete games were six more than any other AL starter, and he tied for the league lead with four shutouts.

Kirk Gibson is an easy call as NL Manager of the Year.


NL Manager of the Year
1. Kirk Gibson, Arizona
; 2. Ron Roenicke, Milwaukee; 3. Tony La Russa, St. Louis

Everybody knows about Gibson's toughness and football-like mentality, but he's also a stickler for fundamentals and execution, and is as prepared and numbers-knowledgeable as anybody.

Roenicke handled the challenge of winning a division title as a first-year manager with a clubhouse full of strong personalities ? no easy task.

Postseasons don't count in the BBWAA balloting, but just getting to the playoffs without his No. 1 starter, and despite key injuries and roster upheaval, made La Russa's last season one of his best.

The Pirates' late fade cost Clint Hurdle a spot here.

AL Manager of the Year
1. Joe Maddon, Tampa Bay
; 2. Ron Washington, Texas; 3. Jim Leyland, Detroit

It doesn't seem to matter who Maddon has on his roster. The guy just has a knack for setting the proper tone and getting the most out of his players. Getting to the playoffs again without Carl Crawford, Matt Garza, Carlos Pena, Jason Bartlett and with an entirely rebuilt bullpen is remarkable.

Washington has become a better in-game manager, and nobody ever has questioned his ability to teach and motivate. Winning back-to-back pennants these days is no easy task, even with a stacked roster like the Rangers'.
