Japan more optimistic on economy, but trade disappoints (Reuters)

TOKYO (Reuters) ? The Japanese government upgraded its view of the economy's performance and outlook for the first time in four months on Monday, but disappointing export data showed that the recovery from the March earthquake and tsunami would be anything but smooth.

The cabinet's monthly report cited progress that manufacturers were making in restoring production and supply chains wrecked by the March 11 disaster. The improved assessment of production, exports and consumption -- the first since February -- follows last week's upgrade in the Bank of Japan's view of the economy.

"A recovery from supply constraints and factory production is helping exports and sentiment. This supports the view that the overall economy is moving in an upward direction," said Shigeru Sugihara, director of macroeconomic analysis at the Cabinet Office.

The government, however, stressed that scars left by the disaster that ravaged the nation's northeast, killing up to 23,000 people and triggering the worst nuclear crisis since Chernobyl, were still all too visible.

It also flagged doubts about the strength of the global economy, high energy costs, the euro zone debt crisis and concerns about the stability of power supplies as potential risks.

May trade data published on Monday were a case in point.

While exports edged up 2.5 percent compared with April and a slump against the year-ago period was less pronounced, the improvement fell short of forecasts, a warning sign that overseas demand for Japanese good may prove weaker than earlier thought.

"Overall, the data shows that Japan's economy appears to be bottoming out, but the speed of the recovery will be moderate," said Takeshi Minami, chief economist at Norinchukin Research Institute.

"Emerging economies are tightening monetary policy so they may experience some slowdown, while advanced economies are also seeing very slow growth. That may affect Japanese exports in the coming months."

Exports fell 10.3 percent in May from a year earlier, less than a 12.4 percent drop in April but more than a median forecast for an 8.4 percent decline, and after a 12.4 percent drop in April, keeping the trade balance in deficit for the second month in a row.

The March disaster knocked the world's third-largest economy into its second recession in three years and output is expected to shrink again this quarter.

Yet a combination of domestic activity spurred by Japan's biggest rebuilding effort since the years after the World War Two and solid foreign demand for its exports is expected to help the economy recover in the second half of the year.

Evidence that Japanese carmakers and other manufacturers were ahead of initial targets in fixing supply networks and restoring production spurred talk of a V-shaped recovery and boosted foreign investment in Japanese stocks.

But, addressing a Reuters summit devoted to Japan's reconstruction, a senior manager at a Pimco bond fund warned that it may be hard for the Japanese industry to return to pre-crisis output levels.

"Global manufacturers need to think about diversification of supply chains. Some Japanese parts production could be replaced by other Asian countries," said Tomoya Masanao, managing director at Pimco Japan.

Among key economic areas, the government raised its view on factory output and exports for the first time since February, saying they show "some upward movements" after declining due to the quake.

Another concern is that a political deadlock in a divided parliament is blocking policies needed to revive the economy, get the nuclear crisis under control and start tackling long-term challenges of climbing public debt and social security costs.

The government released the first 4 trillion yen ($50 billion) batch of emergency spending last month and aims to get another installment through parliament in July. But uncertainty over when Prime Minister Naoto Kan will make good on his promise to step down and whether his successor will do better in winning opposition support is clouding the outlook for a reconstruction-driven recovery.

Kan, already Japan's fifth premier in as many years, survived a no-confidence vote earlier this month after promising critics in his own party he would quit. He did not say, however, when and the opposition have declined to cooperate on key bills until Kan goes.

Kyodo news agency reported on Monday that Kan could try to break the impasse by saying that he would quit on the condition that the parliament passed a second extra budget and a bill to issue bonds for this year's budget.

Surviving Motherhood: House-sitting & Day 113. 252 Days Left

My parent?s decided to revoke our father?s day dinner invite and spend the weekend with Dr. Doyle, DMD (Aunt Mon-ka). My thought- ahhh, a quiet weekend at home; there are plenty of to do?s around here.

Should have waited until my parent?s were out of the house before having that thought?

Phone call from my dad?

Dad: "Hey hun. Your mom and I are heading out this weekend to see Monica.?

Me: ?um, ok?

Dad: ?Listen. Why don?t you and Justin bring the kids and have dinner here Friday and Saturday nights, I have steaks out for Justie and fresh fish for you, You guys can grill, the kids play in the yard, plus we are taking the German Sheppard?s so you can bring the dogs and they also have the yard. So plan on spending the next two nights, would you babe? Your brother will cut the grass so you don?t have to worry about Petunia with the bees (yes, the pug is allergic to bees. In fact the first time stung almost killed her).?

Translation: Please come over and baby-sit man-sit house-sit for the weekend.

Me: ?um, ok?

So with that I pack for a weekend, less than an hour away. Load up enough shit necessities for two toddlers, three dogs and a couple changes of clothes for the hubby and me. With toddlers, light packing does NOT exist. No matter the circumstance.

Get to the house, unload everyone and everything, say hi to Uncle Brian who huffed ?you my babysitters?, made dinner, cleaned the kitchen and went to bed. Kids finally fell asleep around 11pm.

Saturday the kids enjoyed the late morning and afternoon in the yard. They played in their sandbox, in the pool and Addison even helped Uncle Brian with the yard work.

This morning Addison made the hubby blueberry pancakes; dumping almost the entire bag of frozen blueberries into the batter. They were blue.

Later we decided to take the kids to Target to pick out a slip-n-slide. How very exciting and so much fun! We spent another afternoon playing in the yard. Really can?t complain because we had a great weekend after all. My parents do so much for us that house sitting for a few days was nothing. The kids really did have a wonderful weekend.

Review: Bo-Keys rely on vets for strong new album (AP)

The Bo-Keys not only extend the venerable Memphis tradition of recording instrumental rhythm & blues, the multi-generational band also employs several veterans who played on the original Stax and Hi label recordings that the Bo-Keys emulate.

The band's first album in seven years, "Got To Get Back!" highlights contributions from players who toured and recorded alongside B.B. King, Al Green and Isaac Hayes, as well as trumpeter Ben Cauley, the lone surviving member of the Bar-Kays from a plane crash that also took the life of Otis Redding. Known as an instrumental group, the new album showcases several soul and blues vocalists who span the ages, including William Bell, Otis Clay and Charlie Musselwhite.

Perhaps it is the participation of so many veterans, or perhaps it is the passionate zeal of band leader Scott Bomar, but for one reason or another, the Bo-Keys present a muscular yet spare sound that captures the grit and grease of classic, horn-driven R&B. Where many revivalists pale compared to the originals, the Bo-Keys would have fit right in next to legendary Memphis musical crews the Bar-Kays and Booker T. & the M.G.'s.

He proposed to increase tax rates for professionals in his June 8 Budget speech when he said that consultants, contract staff, and commission sales agents pay a withholding tax of 10 per cent, compared to five per cent previously. Consultants and professionals holding multiple jobs will start paying higher taxes on their earnings this month in a move aimed at putting them at par with workers in regular employment.

Finance minister Uhuru Kenyatta proposed to increase tax rates for professionals in his June 8 Budget speech when he said that consultants, contract staff, and commission sales agents pay a withholding tax of 10 per cent, compared to five per cent previously.

Mr Kenyatta said the review would give a fairer tax burden for employees across the board, observing that professionals have been taking home most of their earnings.

Those holding multiple jobs will only claim a monthly tax relief from one main employer. Kenyan employees are entitled to a uniform monthly personal relief (MPR) of Sh1,162 (Sh13,944 annually) irrespective of their marital status and remuneration scale.
?I have noted that some employees work for more than one employer and? end up getting multiple reliefs. I propose to amend the PAYE rules to provide that an employee shall only qualify for one personal relief,? Mr Kenyatta said.

The higher taxes mean that going forward, professionals in the affected categories will keep less of their earnings as the tax-man claims a larger share of their income while cutting back on their relief claims. The increased taxes for the independent professionals are, however, still lower compared to those applied to professionals in regular employment, a move that preserves the high margins in the independent professional services market.

PAYE taxes for regular employees are graduated, with higher earners paying more taxes. For instance, those earning less than Sh10,165 pay 10 per cent on their pay as taxes while those earning from Sh38,893 upwards pay 30 per cent.

Independent professionals have been paying lesser taxes because most of them meet the cost of delivering their services as they, for instance, rent office space and pay telephone bills.

For regular employees, who enjoy extra benefits aside from salaries, such costs are paid for by their employers hence their heavier tax burden.

Plot
Before Luce and Daniel had ever met at Sword and Cross school, before they had a massive showdown with the Immortals, they had shared so many previous lives with each other. Not knowing what their relationship is really all about, Luce is determined to figure it all out, by going back and witnessing these lives, and their love, for herself.

Desperate to unlock the secret that hold their relationship in a complicated curse, Luce is determined to find out what that secret is and how she goes about breaking the curse once and for all. Will delving into past lives she isn?t supposed to remember ruin what she has with Daniel, after seeing who he has been his whole life, with and without her. Surely over the span of centuries, Daniel couldn?t have always been a complete saint?could he?

What I thought
I have to start off by saying how much I HATE the cover for this book. If I hadn?t have already read the first two books in this series and gotten this one for review, I doubt I would have bought it after seeing it in a shop. The cover model is extremely underweight looking and really, looks quite ill because of it. As a YA book aimed at teens/ young adults, I don?t think the image that this book projects is very healthy for younger people to be looking at as a role model or something to aspire to. Many people don?t think that book covers really matter and it?s what the actual book is about that counts but here, I have to disagree there.

Thankfully, the story of this book does make up for the appalling cover. Due to the nature of the plot, each chapter explores a different era throughout time. As Luce travels through her past lives with Daniel, we get to see a whole range of different things and ways of life. The way each time period was described was wonderful which made it feel as though I was right there in the story with Luce, experiencing new and exciting things. Not all of the different times she visits are pleasant and actually, pretty much all of them do have bad things going on but this only added to the fact that they had been through so much together over the years, Daniel especially.

I loved hearing about the different ways in which Luce and Daniel fell in love over and over again. I am a hopeless romantic at heart so this was obviously my favourite aspect of the book. No matter what time these characters found themselves in, they would always find a way to each other and to figure out a way of being together, even if it was only for a short amount of time. I have been dying to know what past versions of Luce and the same old Daniel have been like before the present and this whole book gave me a lot of insight into the way that Daniel is and why.

While it seems as though the whole story is about Luce and Daniel?s relationship and the curse, it isn?t. There is so much more going on. Going back a long time, we finally get to see what the curse is all about and why Luce and Daniel are in the state they are in now. I have been dying for the answer to this for two books now so it was great to see this explored more. As well as questions being answered, a host of both new and existing characters are back, adding to the adventure. Bill, a guide to Luce, was my favourite of the new characters as he was so different. From his appearance, I was in two minds about him, not knowing whether or not to trust him. Bill is cheeky, mischievous and a little bit of a terror but he was also great fun to have around at times.

Passion is a fantastic third book in the series and one that was greatly needed. So much is explained and readers will get a great insight into the two main characters of the series, as well as a big chunk of back story. Of course, with a title like Passion, the book had to at least have some of that but I am glad to say, it has bucket loads. Highly recommended but only if you have read the previous books.

US military ready to buy homegrown jet biofuels

ANDREWS AIR FORCE BASE, Md. -- Maj. Aaron Jelinek of the Air Force Thunderbirds flies his F-16 upside down, rolls it, thunders past his teammates in breathtaking close charges and joins five other fighter jets in precision formation.

And for the first time in the 58 years of Thunderbird air shows, Jelinek's flight last month was fueled by a 50-50 blend of conventional jet fuel and biofuels.

"Flying is a blast," he said after the show at Andrews Air Force Base, outside Washington. As for the biofuels blend, he said: "There is no difference that I can tell."

Biofuels have buzz in the military because the Air Force and the Navy are taking a lead role in creating a U.S. market for them. They've spent the past few years testing and certifying aircraft to run on them. Now they need hundreds of millions of gallons of biofuels to meet the goals they've set for using alternative energy by the end of this decade.

The challenge for the new industry is to find money to ramp up from nearly zero today. The Department of Defense has called for biofuels that don't displace food, don't use up fresh water, yield less greenhouse-gas pollution than conventional fuels and cost the same. About a dozen companies that want to make this jet fuel for the global market have exhibits for the first time this year at the Paris Air Show, which began Monday.

The potential market is huge, for military and commercial aviation. President Barack Obama in March gave the job of helping the private sector do this to the Departments of Energy, Agriculture and the Navy.

National security is the main reason to move off oil dependence, according to Navy Secretary Ray Mabus.

"Our military depends too much on fossil fuels," Mabus, a former Mississippi governor and ambassador to Saudi Arabia, said at a recent business conference.

Oil comes from volatile places, and its price spikes eat into the military budget, Mabus said. As world demand for oil rises, it's likely to become more expensive, so the military is seeking alternative fuels.

The main thing the Navy brings is a market, Mabus said. But the price, he added, "is going to have to be pretty competitive with fossil fuels."

The cost of biofuels now is about $35 a gallon, 10 times the cost of conventional jet fuel.

Mabus ordered the Navy to get ready to use alternative energy for half of its power at sea and on shore by 2020. That would require more than 300 million gallons of biofuels a year, for blending with conventional fuel.

The Air Force aims to fly on a 50-50 blend of biofuels and conventional fuel by 2016, an annual requirement of 400 million gallons.

The military provides 10 percent of the U.S. demand for aviation fuel; if the Department of Defense were an airline, it would be the biggest one. That's big enough to have an influence on the nascent biofuels market, said Tom Hicks, the deputy assistant secretary of the Navy for energy.

"Just about every major country is looking at alternative fuels in some shape or form," Hicks said.

The Navy predicts that it will have enough biofuels for an aircraft carrier strike group that will be deployed over the horizon on a 50-50 biofuel blend in 2016.

"The bigger question is 2020, not only for the quantities, but also the price points that will be competitive with petroleum," Hicks said. "If we left the market to itself, 2020 would be a question for us." But working with the Energy and Agriculture departments, "we think we can mature the market."

The Air Force will have its entire fleet certified to run on biofuels by the end of 2012 and will buy them when they're available at a good price, Undersecretary Erin Conaton said.

Kevin Geiss, the deputy assistant secretary of the Air Force for energy, said he'd been meeting with a lot of companies about biofuels development and other forms of alternative aviation fuels that the Air Force had been testing. Investors are interested, he said.

Money is the biggest obstacle. Financing is needed to grow the feedstocks and build refineries.

Mitch Hawkins, the CEO of BioJet International, said the only barrier to creating the market was capital. BioJet got a $1.2 billion investment earlier this year, but investors are just starting to get interested, and billions more will be needed to build an industry, he said.

"There is nothing that has entered commercial life that the first units that were produced was something everybody could afford," said Rich Altman, the executive director of the Commercial Aviation Alternative Fuels Initiative, a coalition of airlines, aircraft and engine makers, and energy producers, including the U.S. government.

The initiative has projects in 17 states to develop renewable jet fuel from plants, including algae, camelina (a relative of mustard) and soybeans. The Department of Agriculture is working on ways to accelerate the yields of "energy crops," plants grown for conversion to fuel such as algae, switch grass and camelina. The Energy Department is working to reduce the costs of various systems that process plants into fuel.

Altman expects biofuels to be commercially viable without subsidies by the second half of this decade. He said that commercial airlines were interested because they wanted a secure supply. Forty percent of their costs are fuel, and they pay a premium for jet fuel refining, he said.

International airlines also are looking to limit their greenhouse gas emissions, now about 2 percent of overall emissions and growing. Emissions can't be reduced without using biofuels, Altman said.

The Air Transport Association, the U.S. airline trade association, is a founding member of the Commercial Aviation Alternative Fuels Initiative and would like to see competition for petroleum, said spokesman Steve Lott. "The big question is how much it's going to cost."

Unlike the military, the Air Transport Association has no goal of using a certain amount of biofuels by a set date. It's also fighting the European Union's plan to charge for greenhouse gas emissions starting in 2012 on flights into and out of Europe.

Tom Todaro, the CEO and founder of Sustainable Oils of Seattle, sold test batches of camelina oil to the Air Force for the Thunderbirds' test flights. He said that what was needed was project finance and customers with long-term commitment.

"To date, the military has absolutely been the leader," he said. The company also has signed letters of intent to sell renewable fuel to large commercial airlines and cargo shippers, including American, United, FedEx and United Parcel Service.

"They'd like to be large customers of the fuel once it's ready," he said. "At scale it can be competitive with petroleum."

Todaro's company grew camelina in Montana for the fuel it sold to the Air Force. Camelina doesn't displace food because it's grown on wheat fields that otherwise would need to lie fallow, Todaro said. And compared with oil, camelina reduces the heat-trapping gas disrupting the climate by more than 70 percent.

Boeing spokesman Terrance Scott said his company's airline customers had been asking for help to get more biofuels. The EU's plan to charge for emissions gives low-emission biofuels an edge.

Boeing just completed a study of how to set up a biofuels industry in Washington state, Oregon, Idaho and Montana. Boeing also is active in setting up biofuels supplies around the world -- in Mexico, Australia, China and the United Arab Emirates.

The company set up a Sustainable Aviation Fuels User Group, made up of airlines that represent a quarter of global aviation fuel use. Only one member, Alaska Airlines, is from the U.S.

An international standard for aviation fuel from plants, or hydro-treated renewable jet fuels, is expected as soon as next month.

11 workers missing in east China building collapse

BEIJING ? State media say rescuers are searching for 11 workers who were buried when an office building they were renovating in eastern China collapsed on top of them.

The Xinhua News Agency says five other workers were rescued from the rubble and hospitalized in stable condition.

It says authorities are investigating the cause of the accident early Sunday in Wuxi city in Jiangsu province.

The insurance industry-funded group points out that, in the past, many top-heavy SUVs frequently rolled over, ?giving many models some of the highest driver death rates.? But SUVs are safer than ever, it contends, because of the widespread availability of electronic stability control, which helps to prevent rollovers.

?In the new analysis, the death rate for SUVs is half that of cars,? said the report.

The report is clearly aimed at federal regulators who are drafting new fuel-economy rules due out this fall that will force automakers to build and sell smaller, lighter vehicles. The report is also critical for consumers who are turning to smaller, more fuel-efficient cars in an era of high gas prices.

The death rate for SUV drivers dropped 66 percent, from 82 per million vehicles for 1999-2002 models to 28 per million for 2005-?08 models. But the death rate for drivers of small, four-door cars was 72 million vehicles for 2005-?08 models, down 35 percent from 110 per million in 1999-2002 models.

?The rollover risk in SUVs used to outweigh their size/weight advantage, but that?s no longer the case, thanks to ESC,? said Anne McCartt, the institute?s senior vice president for research, in a statement.

The report also singles out many 2005-?08 models for praise and criticism.

The old Nissan 350Z is at the top of the list of highest rates of driver deaths. The report says that among four-door midsize cars, the lowest death rate was 19 for the Honda Accord and the highest was 99 for the 2007 Chevrolet Malibu, which was sold in 2008 as the Malibu Classic. The redesigned 2008 Malibu fared better with 67.

?The high death rate of the 2007 Malibu/2008 Malibu Classic could be connected to the fact that many were sold as fleet vehicles, which may be driven differently from private vehicles,? the report said.

It noted that when looked at by vehicle style, minivans have the best record with a driver death rate of 25.

?For one thing, people don?t behave the same when they?re behind the wheel of a sports car as when they?re driving a minivan,? said the report in an explanation of adjusted driver death rates. ?And some people are more susceptible to injury and death for reasons that can?t be completely adjusted for.?
